  • Formation of county improvement districts are set
    forth in A.R.S. Title 48 Chapter 6.
  • Petitions must be signed by a majority of real
    property owners or owners of 51 of the real
    property within the boundaries of the proposed
    improvement district.
  • On March 27, 2006 organizers of the proposed
    Babocomari Road and Traffic Signal Improvement
    District filed petitions with the clerk of the
    board.

  • Current Assessors parcel roll lists 76 parcel
    within the boundaries of the proposed road
    improvement district.
  • The proposed improvement as written in the
    petition is to improve the following roads within
    the district to minimum County standards for
    paved roads and said roads accepted into County
    road system upon completion of the improvements.

  • Ronald Regan Boulevard from its intersection with
    SR 90 east to the limit of the proposed district
    boundary.
  • Zosimo Drive from its intersection with Ronald
    Regan Boulevard north to its intersection with KC
    Williams Lane.
  • KC Williams Lane from its intersection with
    Zosimo Drive west to its intersection with SR 90.
  • Cannon Boulevard from its intersection with SR 90
    east a distance of approximately 1,100 feet.

There are three traffic signals that have been
included in the improvements to be made by the
proposed road improvement district petitions.
  • A traffic signal and associated lane improvements
    at the intersection of SR 90 and Ronald Regan
    Boulevard.
  • A traffic signal and associated lane improvements
    at the intersection of SR 90 and KC Williams
    Lane.
  • A traffic signal and associated lane improvements
    at the intersection of SR 90 and Cannon
    Boulevard.

PETITION VERIFICATION
  • After verification of petition signatures it has
    been determined that collectively the signers are
    property owners of 82 of the property in the
    proposed Babocomari Road and Traffic Signal
    Improvement District see map, next slide
  • This is well over the 51 signature threshold
    required by statute

    proposed road improvement district and those
    acres signed by property owners on formation
    petitions.

Petition to Incur Expenses
  • Pursuant to A.R.S. 48-915 the Petition to Form
    also included Petition to Incur Expenses. The
    statute requires signature of either a majority
    of owners of property fronting the proposed
    improvements or owners of a majority of the
    frontage property contained within the limit of
    the assessment district.
  • Verification of signatures confirms that more
    than a majority of property owners, under either
    of the above conditions, have agreed to the
    expenses for improvements as given in the
    Petition to Form.

Governing Board
  • If the Cochise County Board of Supervisors
    approves the formation of the proposed Babocomari
    Road and Traffic Signal Improvement District they
    will then sit as the governing board of the
    improvement district.
