AGENCY OVERVIEW PRESENTATION

The PCA is a state agency in the Office of the
Governor, created by legislative act of the
Pennsylvania General Assembly in 1966.
  • Mission
  • to foster the excellence, diversity, and
    vitality of the arts in Pennsylvania and to
    broaden the availability and appreciation of
    these arts throughout the state.

Activities
  • The PCA accomplishes its mission through a
    combination of
  • Grants to the arts
  • Partnerships and initiatives
  • Technical assistance to partners and applicants
    and
  • Serving as a resource for arts-related
    information.

Governance
  • The agency is governed by a Council of 19
    members. 15 are private citizens appointed by the
    Governor. Four come from the General Assembly.
  • Council members serve without compensation. The
    Council sets the mission and goals for the
    agency, evaluates the PCAs progress toward these
    goals, formulates policy, and makes the final
    decisions on the use of funds.
  • The PCA has a staff of 16.

  • In 2004, the PCAs Responsive Funding System was
    selected as one of the nations top 50 most
    creative, forward thinking, results-driven
    government programs.
  • The annual Innovations in American Government
    Awards named PCA among the best and brightest
    for the development of a groundbreaking approach
    to the grants process making it rational,
    authentic, and transparent.
  • In 10 years, the PCA has nearly doubled the
    number of arts organizations, arts programs and
    projects funded annually.

Funding Formula
  • Responsive Funding System
  • The Responsive Funding System replaced a chaotic
    and confusing process with a rational approach to
    distribution of funds that seeks greater parity
    in allocations.
  • Addresses historical funding discrepancies over
    time.
  • Allocates available funds across the entire field
    of AOAP grantees.
  • The sophisticated funding formula incorporates
    the simultaneous relation of organizations of
    like fiscal size and panel review.

  • Three key elements of data gathered from
    applicants and panels
  • Assessment total score
  • 4-year rolling average fiscal size (2003-2007)
  • Past award from PCA (as to fiscal size and in
    relation to other applicants of like fiscal
    size).
  • Core guidelines (parameters) include
  • Awards should not be more than 25 of average
    fiscal size
  • Calibration of assessment scores between panels.

PPA Goals
  • Expand constituent access to the arts
  • Encourage and support local decision-making and
    re-granting of state arts dollars
  • Increase awareness of and advocacy for government
    support and funding of the arts at the local and
    state levels and
  • Enable the PCA to provide increased assistance to
    its broad constituency throughout the state

    programs with an average fiscal size of 200,000

Cities and Communities Initiative
  • Facilitates Pennsylvanias cities and communities
    in addressing issues of importance to the
    community through the use of arts and culture.
  • PCA acts as an information broker and referral
    agent by collecting and disseminating
    information, convening peer groups, providing
    funding for consultants and studies, and
    providing travel subsidies.

    group to ascertain needs and gather information

  • Regional artists residency program that supports
    partnership between visiting artist and
    non-profit organizations engaged in community
    based creative projects utilizing public
    participation in the process.
  • Seventh year of support for the program in PA.
  • In 2005, the PCAs support of 40,000 resulted in
    a total of 174,174 in grant awards to
    Pennsylvania artists and organizations.
  • 70 of the projects funded in this multi state
    program included either a PA artist or a PA
    organization.

  • A groundbreaking public/private partnership
    between the PCA, the Vera I. Heinz Endowment, the
    Pew Charitable Trusts, and the William Penn
    Foundation, PennPAT awards grants to performing
    arts presenters in the Mid-Atlantic region, North
    Carolina and Ohio to enable them to present PA
    performing artists
  • Provides income and development opportunities
    through increased access to and engagement with
    audiences in the region
  • Funds the performers to enhance their touring or
    marketing capabilities and provides artist
    promotion at conferences, etc.

    performance engagements with 133 different roster
    artists.

Bring it Home Conference Campaign
  • This initiative employs modest targeted funding
    support for arts organizations to bring their
    regional, national, and/or multi-state membership
    conferences to Pennsylvania
  • PCA also provides registration fee support for
    Pennsylvanians to attend enabling them to
    network, gain access to vital industry
    information, and promote Pennsylvania and its
    artists and cultural organizations.

Planning Process 2006-2011
  • The PCA adopted its 2006-2011 strategic plan in
    December 2005.
  • Eight public meetings with 302 participants
    generated a large amount of information on topics
    and challenges facing the field.
  • The planning process included
  • Identification of key issues developed into
    plan goals
  • Objectives and strategies based on the plan
    goals
  • Presentation and review of draft plan by Council
  • Fine-tuning and approval.
  • Annual Council evaluation of the plan occurs each
    October.
