3Prematch Conference Rule 1-6-2
Prior to timed warm-ups, a conference shall be
conducted with the head coach and captain(s) from
each team. If a team has more than one captain,
the co- captains may attend the prematch conferen
ce.
4Player Equipment and Uniform
- It is important for purposes of risk minimization
that any individual actively taking part in team
warm-ups be in proper attire and free from
electronic devices such as cell phones and music
devices. - No bare feet, flip flops Audio Headphones
5Player Equipment and Uniform Rule 4
- It is equally important that all individuals in
the warm-up area should be free from use of cell
phones, personal music players, etc. Each state
association will establish guidelines for
nonplayer personnel being actively involved in
warm-ups
6Equipment Rule 4-1 Penalty 1
- When a player is observed wearing jewelry in
warm-ups, a referee shall notify the coach of the
problem and the coach shall direct the player to
remove the jewelry. There is no further penalty
unless the player does not remove the jewelry.
7Libero Uniform in Contrasting Color Rules 4-2-1
through 4-2-4
- It is essential that the liberos uniform top be
in sharp contrasting color to the color(s) used
in the uniform top of the liberos teammates.
8Authorized Officials Rule 5-1-1
- More current terminology has been adopted for
identifying the authorized officials responsible
for administering the match. Referee is replaced
with first referee (R1) and the umpire is
replaced with second referee (R2)
9Authorized Officials-Assistant Officials Rule
5-1-1
- The match is administered by the first referee
and second referee along with the assistant
officials, which include the scorer, libero
tracker, timer and line judges. The libero
tracker is not a new position but is merely a
name change from assistant scorer. Libero
tracker more clearly reflects responsibilities of
the position.

Rule 7-1-Penalty-Note, 4-2-1e
- If a player is bleeding, stop play, treat as
injury, move off playing area, clean any blood on
floor with appropriate disinfectant
- If there is fresh blood on a players uniform,
move off playing area, allow change of uniform,
check for and clean any blood on the floor with
appropriate disinfectant
13Player Actions Rule 9-5-6a
- First referee must determine if the libero is
attacking the ball when it is completely above
the height of the net
14Libero Replacement Rule 10-4-1f
- Replacements shall take place on a dead ball and
be completed prior to the whistle and signal for
serve. Replacement taking place after the
whistle and signal for serve is illegal an
results in illegal alignment.

- Non-playing team members may not stand behind the
team bench/nonplayable area during the game
- A substitute(s) may warm-up without volleyballs
in a nonplayable area prior to entry into the game

- The libero and replacement may not take a
position of continuous standing at the bench
waiting to go in. The libero and replacement may
warm-up as any player going into the game.
Coaches and officials should work together to not
have those players assume they must always be
standing. Timing of when entering the game will
impact returning to the bench.

- Misdirection of cheering by the fans to influence
play does not let the fans see and enjoy the game
and the athleticism of their own players

- Referees and host management must work together
to foster good sporting conduct. At times fan
conduct is questionable and referees must decide

Rule 12
- When conduct by the fans begins to cross the
line, host management should step in and halt the
inappropriate conduct. There are times when fan
conduct should not be replicated and must cease
immediately by action of the referees and host
management
21Music, Sound Effects, Artificial Noisemakers Rule
1-8 (New)
- The playing of music/sound effects shall only be
permitted during prematch, time-outs, between
games and post-game. The use of artificial
noisemakers shall be prohibited
22Roster and Lineup Rule 7-1-2
- No later than two minutes prior to the end of the
timed prematch warmup, and two minutes following
each game, the head coaches shall submit to the
scorer the accurate, written lineup listing the
uniform number for the starting players in proper
serve order with the libero listed if used.
23Legal Uniform Rule 4-2-1d
- The uniform shall be worn as intended by the
manufacturer, and have the following
restrictions
- - Bare midriff tops are not allowed
- - The uniform top must hang below or be tucked
into the waistband of the bottom when player
stands upright

- Officials interactions should always be with a
teams head coach. The head coach should verify
all players in legal uniform
25Head Coach
- When two coaches attend the prematch conference,
the R1 asks for a designation of one head coach
for the match
- Only the designated head coach may stand during
dead balls, and coach from the replacement zone,
request a time-out, ask for a substitution, and
ask for a clarification of a play or ruling - The head coach must be seated once the R1 extends
the arm in preparation to whistle and signal for
serve. (R2 can assist by reminding the coach to
be seated)

- Rule 1-2-3 - Improvement in wording that
each team is entitled to a maximum of
two time-outs per game
- Rule 4-1-Pen 1 - Clarifies the referee shall
convey directions to players by way of the
coach if directing player(s) to remove
jewelry

- Rule 5-4-3b(9) - Brought forward from the
Officials Manual that the second referee
shall check the lineup for each game
from his/her lineup card. Once the
libero is verified the libero may now
enter the court - Rule 10-3-5 - Deletes language that the first
referee has the sole determination if a
player is unconscious or apparently
unconscious. The procedure is covered
elsewhere in the rules

30Risk Minimization During Warm-ups
- During a team warm-up period all personnel
actively conduction the warm-up activities should
be properly attired for the duties required
- Special attention should be given to ensure that
auxiliary personnel are wearing appropriate
footwear for active participation and electronics
such as music devices and cell phones are not
being used
31Illegal Libero Replacement Penalties
- An illegal libero replacement occurring before
the whistle/signal for serve is an unnecessary
delay
- Once the referee whistles and signals for serve
an illegal libero replacement is considered
illegal alignment and a loss of rally/point is
awarded to the opponent - If the illegal libero replacement is not detected
until contact of the serve the penalty is also
illegal alignment

- Proper execution of signals and mechanics by
officials are essential in communicating game
decisions.
- Signals are intended to clearly communicate
violations and results.
- Signals should be precise and clearly visible

- Special attention should be given to reviewing
signals such as the proper technique and hand
placement for the line violation (signal 2) and
ball lands in bounds (signal 13), as well as the
situations in which ball touched (signal 10) and
out-of-bounds (signal 14) should be used
34Fan Behavior and Respect for the Game
- Good sporting conduct is an integral part of the
interscholastic volleyball program.
- The rules of volleyball state that any type of
cheering, yelling, or other actions which are
done in a manner to disconcert, be derogatory or
taunting toward the opposing team or a specific
player is considered inappropriate. - Cheering and other support should always be
positive.
- Inappropriate behavior, if not addressed allows a
loss of respect for the game and the players
35Uniform in Contrasting Color
- It is essential that the top is in sharp
contrasting color to the color(s) used in the
uniform top of the liberos teammates.
- If a style of uniform is being worn which has a
pattern of colors it may be wise to consider a
single contrasting color top for the libero
- When using home and away uniforms, if the colors
are similar (dark green for home and black for
away) the libero top would not be legal
- When purchasing uniforms the libero uniform
requirements must be taken into consideration.

chest then extend arms outward toward the end
lines. The referees signal the game is completed
and players shall move to stand on their
respective end lines.

Raise forearms, swinging right arm in front of
the body and the left arm back of the body. Used
after non-deciding games to direct teams to
change courts (or after the coin toss prior to
the final game if a change of courts is required.
