HSE Structure
  • Countrywide there are 50 acute hospitals
  • These Hospitals are either HSE
  • or
  • HSE funded Voluntary Hospitals
  • 82 of these hospitals have
  • Biomedical/ Clinical Engineering depts

5
Historically Biomedical Engineering has been
divided into two types of structures
  • Biomedical Engineering Depts
  • Combined Medical Physics Clinical Engineering
    Depts
  • Located in a wide variety of
    Hospitals
  • Single speciality hospitals e.g. Mat
    Hospitals
  • To
  • Medium Large Acute multi-speciality
    Hospitals.

  • Establish 1992
  • Voluntary Association
  • Membership open to
  • individuals employed in both
  • the public and
  • private sectors
  • whose principal function is to provide a
    Biomedical/Clinical Engineering service

16
Biomedical Engineering Department
  • Established in March 1993
  • Initial function was the service and repair of
electro-medical devices in the ITUs and
    Theatres.
  • From 1993 the role of the dept. has expanded in
terms of scope, knowledge, personnel and
    geographic area.

17
Evolution of its Functions
  • Develops its service in line with the Hospitals
    Service Plan
  • Medical Technology Tendering Process
  • Communication through mobile phones, Email
    internet
  • More IT driven now
  • (DICOM ) Modality Image management
  • Anaesthetic Record Networks
  • Clinical information system within ICUs
  • Laboratory QC surveillance networks
  • Locator Telemetry system

18
BME
  • BME is part of a HealthCare Professional Team
    provides expertise in the
  • Identification
  • Being aware of latest technology, generating
    Technical Specifications.
  • Acquisition
  • Tendering, evaluations and Commissioning.
  • Support
  • On going Technical, Clinical, Application
training and Management of medical device
    technologies.

19
Mission Statement
  • The Biomedical Engineering Department is
    committed to providing Technical, Clinical
Engineering and Managerial expertise, in line
with best practices, in the identification,
acquisition, and support of safe, effective, and
economical technology as part of a healthcare
professional team, in the provision, delivery and
advancement of patient care in a quality
    healthcare system.

20
BIOMEDICAL SPECIALISED AREAS
  • Maternity
  • ICUs and Theatres
  • Cardiology division
  • Renal division
  • Validation and Decontamination
  • Laboratories
  • X-Ray
  • Equipment library
  • PCCC

21
Personal Development Planning (PDP)
  • PDP is a continuous development process that
enables people to make the best use of their
skills and helps advance both the individuals
plans and the strategic goals of the HSE
  • Each year the department members log on to the
HSE PDP website and updates their PDP
  • Part of PDP is CPD

22
Importance of CPD
  • Retention of experienced personnel
  • Maintains motivation
  • Provides a structured format to update skills,
disseminate knowledge and experience within our
    department.
  • Encourage links with Teaching Institutions and
    Professional Bodies.
  • Expand and develop our role in the provision,
delivery and advancement of patient care in a
    quality healthcare system.

23
Culture of Excellence
  • Continuous up-skilling of our Engineers on new
    medical device technologies
  • Management, health safety and physiology
    training.
  • Inter-department information presentations.
  • Evolution of group collectively
  • Embarked on the CPD Accreditation process.

24
Culture of Excellence Acknowledgments
  • CPD Three year accreditation granted in 2007
  • CPD Company Of Year Winner 2007 (granted by EI)
  • Better Place To Work Award HSE South 2007

25
Team vision and values
  • Our department mission statement
  • Safety is number one for all our staff and
    patients
  • Respect for each other and other professions
  • Involvement in our national organisation
  • Association with Third level institutions
    Research
  • Improve Efficiencies (e.g. MEL, in-house
    validations)
  • Integrity of work done
  • Pride in team achievements

26
Interaction with Third Level Institutions
  • Biomedical engineers attend Physiology classes
each week during the academic year in the School
of Nursing University College Cork (UCC).
  • Has been involved with Cork Institute of
Technology (CIT) for the last 7 years providing
medical device lectures and project support for
the Level 6, Level 7 and Level 8 programs
  • University Student Projects have won national
prizes over the last 5 years
  • Involved with the Biomedical Engineering student
    placement program.
  • Provide in-house lectures to the Anaesthetic Dept
    induction programme Bi-annually.

27
Biomedical Engineering Involvement in Research
28
MEDIC
  • Medical Engineering Design and Innovation Centre
    (MEDIC)
  • Granted 1.2M by Enterprise Ireland 2008
  • Its purpose is to bring a select number of
    product concepts to pre-commercialisation each
    year.
  • The centre brings together the medical community,
    entrepreneurs, engineers, product developers and
    manufacturers.

29
MEDIC
  • It develops solutions to real clinical problems.
  • It works with its existing industry partners
  • It identifies other potential commercial partners
for products at the early stage of development
  • With the result that it can self finance through
selling or licensing these products to commercial
    entities.

  • Networked Embedded Systems
  • Granted 12.5M to develop this research centre
  • The Biomedical Engineering Dept are currently
involved in NEMBUS through our submission of two
    research projects

32
The Future for Biomedical Engineering
  • Research Development in Medical Device
    innovation in cooperation with Universities,
    Technical Institutes and our Hospitals
  • Enhance our involvement in HTA investigating new
    emerging technologies and assessing existing
    technologies
  • Enhancing our role in clinical incident
    investigations involving medical devices to
