right-of-way and ended negotiations - HRTs appraisal indicated a value of 38.6 million
and Norfolk Southern a value 48.4 million - HRT made offer based on previous sale of 1.14
miles by Norfolk Southern right-of-way to the
city of Virginia Beach for 224,000 per mile
