What is e-FSC?

• An on-line tool for customers to order pre-priced
  IDIQ line items from NAVFAC facility support
  contracts (FSCs)
• Navy activities use Government Purchase Cards
  (GPCs) to place order directly to service
  provider
• Common FSC services include
• Janitorial, Grounds, Refuse, Pest Control,
  Elevator Maintenance
• DoD EMALL is the platform used for e-FSC

Why e-FSC?

• DFARS 213.270
• Use the GPC for purchases at or below the
  micro-purchase threshold, 2,500. Except
• A Deputy Secretary of Defense approved exception
  for an electronic commerce system or a more
  cost-effective payment process
• A general or flag officer or a Senior Executive
  Service (SES) makes a written determination ..
• e-FSC is an essential NAVFAC strategy to gain
  efficiencies to recapitalize the Fleet
• NAVSUP, NAVSEA, BUMED, CNIC, and USMC support
  NAVFACs use of e-FSC on DoD EMALL
