Award

IESA Recognition Program- Scholar Attitude Award
Presented by State Farm
  • The Scholar Attitude program recognizes todays
    dreamers and tomorrows leaders.
  • There will be a new form this year. Please make
    sure that you download and submit the new form.
  • One boy and one girl will be chosen from each of
    the 15 IESA geographic regions.
  • Each school may nominate one student for the
    award. Students must meet pre-determined
    standards
  • 8th grade status
  • Minimum 3.5 g.p.a. (on a 4.0 scale)
  • Participation in at least one IESA activity in
    each of their junior high years
  • Demonstration of outstanding citizenship
  • Must submit an essay on The Value of
    Sportsmanship
  • Application materials available online Nov. 15th.
  • All application materials are due by February 22,
    2011
  • A luncheon to honor the 30 winners will be held

Publicity Policy
  • The IESA Board of Directors recently approved the
    following publicity policy
  • Each member school acknowledges that athletic
    contests and interscholastic competition take
    place in the public. As such, there is no
    expectation of privacy in the images of student
    athletes, coaches or other participants at such
    events. The IESA and/or its agents or designees
    may take, distribute and use photographs of
    student athletes, coaches, officials and other
    participants at such events and use the same for
    publicity, marketing and other appropriate
    purposes, including event programs. The member
    school will take appropriate actions to notify
    its student athletes, coaches and participants of
    this provision.

Sportsmanship Ratings
  • Submitting Ratings
  • Forms available to rate the sportsmanship of
    players, coaches, and fans.
  • Ratings may be submitted on-line for all state
    series contests.
  • Submit ratings in regard to state series
    opponents.
  • Officials will submit ratings for teams
    participating in state series contests.
  • Use your AD or school password to access rating
    form.
  • Checking your own ratings
  • If ratings have been submitted for your school,
    you will be able to view those ratings after you
    have logged in using your school or AD password.
  • Ratings will be displayed in table format under
    entry center area.

Pass Cards
  • Pass cards will now be included in your August
    mailing.
  • 4 cards will be included
  • Pass cards are good for the admission of the
    holder and one guest to all activities between
    member schools and all IESA state tournament
    series contests.

Merchandise
  • Merchandise pre-order forms are available for all
    athletic state, sectional and non-athletic
    events.
  • The IESA encourages schools to pre-order. A
    little work on the front end makes a state
    tournament appearance easier and allows coaches
    to concentrate on the game.

Sectional Merchandise
  • If you are hosting an IESA sectional or
    non-athletic event, The Cubby Hole will ship all
    the merchandise needed for your site.
  • Pre-orders will be delivered pre-packaged.
  • Set-up merchandise sales area in a high traffic
    spot at your contest or tournament.
  • Host schools will receive a portion of all sales
    including pre-orders.

Sectional Merchandise
  • Included in the merchandise box will be an
    inventory sheet that each host should complete
    and send back to The Cubby Hole with any unsold
    merchandise.

Concussion Management
  • Concussions are a common problem in sports and
    have the potential for serious complications if
    not managed correctly.
  • Signs
  • Problems in brain function
  • Confused state
  • Memory Problems
  • Lack of sustained attention
  • Symptoms reported by athlete- headache, nausea,
    blurred vision, ringing in ears, dizziness, etc.
  • Side-line management
  • Based on mechanism of injury, history and unusual
    behavior and reactions of the athlete, even
    without loss of consciousness, assume a
    concussion has occurred if the head was hit and
    even the mildest of symptoms occur.
  • If confusion, unusual behavior or responsiveness,
    deteriorating condition, loss of consciousness,
    or concern about neck and spine injury exist, the
    athlete should be referred at once for emergency
    care.

Concussion Management
  • Return-to-play protocol
  • NFHS rule- Any player who exhibits signs,
    symptoms or behaviors consistent with a
    concussion will be immediately removed from the
    game and not return to play until cleared by an
    appropriate health care professional.
  • No athlete suspected of having a concussion
    should return to the same practice or contest,
    even if symptoms clear in 15 minutes.
  • NFHS Concussion brochure available on the IESA
    website.

Online Seeding
  • Online seeding will take place for softball,
    baseball, basketball, and volleyball.
  • Steps
  • Make sure that your coaches are aware of all of
    the steps that must be completed and the time
    frame.
  • Roster and seed information may be accessed
    through each activities entry center available
    from the Member Center.
  • You will be able to access roster and seed
    information as many times as necessary until
    deadlines have passed.

Online Seeding
  • Seeding is a two-step process
  • Step One
  • Complete Regional Entry Form
  • Complete Regular Season Schedule
  • Option to add comments regarding your schedule or
    team
  • These items must be completed in order for your
    entire regional to proceed to Step Two.
  • Step Two
  • View Regular Season Info of Participating Teams-
    This information should be reviewed prior to
    seeding
  • Rank Regional Teams
  • In order for the seeding to be completed
    successfully, you must rank all teams for which
    you have an option.

Online Seeding
  • After the seeding deadline has passed, seeding
    will be reviewed by the IESA. Any ties will be
    broken by a coin flip conducted by the IESA.
  • The brackets will then be released. Brackets may
    be accessed from the regional assignments.

3.042- Non-school Participation
  • During the season for a sport, students shall not
    practice or participate in any non-school
    competition in the same sport either as an
    individual or a team member.
  • A student who violates will be immediately
    ineligible for the remainder of the season.
  • The IESA Board of Directors has drafted a
    rationale for this by-law and can be found at the
    back of your 2010-11 IESA Handbook.

Season Ending Changes
  • Changes were made to the season ending dates of
    Boys and Girls Basketball, Softball, and
    Baseball.
  • Softball season ending date extended to Oct. 23
    Baseball to October 30
  • Girls Basketball season ending date extended to
    March 12
  • Boys Basketball season ending date extended to
    May 14
  • What does this mean?
  • If you choose to participate in interscholastic
    contests after the state series, you must
    conclude those contests by the new dates.
  • Schools will still be required to adhere to
  • Non-school participation by-law
  • Individual participant limitations
  • Team limitations (game/match limitations)
  • All eligibility by-laws- scholastic standing, age
    appropriate, attendance, etc.
  • Once your school has concluded its season, your
    students may participate on non-school teams.

5th and 6th Grade Quarters
  • Students in 5th or 6th grade who participate on
    the school's 7th and/or 8th grade teams must
    abide by all IESA rules and regulations during
    the season for that sport.
  • 5th and 6th grade students participating on the
    7th/8th grade teams must count all 5th, 6th, 7th,
    and 8th grade quarters/games played during the
    designated season toward their season
    quarter/game total.
  • If 5th/6th grade students are being used from a
    feeder school, you must request approval to use
    these students.

Playing Up
  • Students may participate in either or both grade
    levels of the IESA state tournaments for which
    they are qualified.
  • Eighth grade students are never permitted to play
    on seventh grade teams.
  • Participants must adhere to individual
    limitations.

Intent to Participate Card- Boys Volleyball
  • In order to conduct the Boys Volleyball state
    tournament, genuine participation numbers must be
    gathered.
  • Returning the card will not hold your school to
    participation however, please do not return the
    card if there is little probability of your
    school participating.
  • Intended Boys Volleyball season
  • Practice May Begin January 14, 2013
  • State Tournament March 22-23, 2013
  • An Intent to Participate card will be distributed
    during this meeting.
  • If you intend to participate in the activity,
    please complete and return the card by Dec. 3.

Division Meeting Attendance Card
  • Please indicate the name of your school and city
    where the school is located.
  • i.e. Pontiac, St. Marys
  • Do not include school district number.
  • List school name of all the schools that you are
    representing.
  • Indicate the meeting that you are attending.
  • Fill out survey on the back of the attendance
    card.

Baseball
  • There will be major changes to the bat
    regulations effective with the 2012 season.
  • Bats that meet the NFHS standards of a minus 3
    drop will be required to have a BBCOR label
    instead of the BESR label.
  • Bats that have a BESR label will no longer be
    legal in the 2012 season even if they have a
    minus 3 drop and were legal in 2011.
  • Bats that are 30 inches and under that have a
    greater than minus 3 drop (i.e a 29 inch bat that
    weighs 20 ounces) and a maximum barrel diameter
    of 2 ¼ will continue to be legal.
  • Please refer to NFHS baseball rule book, rule
    1-3-2.
  • Remind your coaches to instruct the players that
    base runners who bowl over or initiate
    malicious contact with a fielder will result in
    an ejection which then results in the automatic
    next game suspension.

Cross-Country
  • Number of participating schools continues to
    increase each year---over 80 new schools have
    joined in 7 years.
  • A school can enter an individual without entering
    a team in the state series.
  • Because of the growth, we continue to adjust the
    number of sectionals and the numbers of
    teams/individuals who advance to state. In all
    likelihood, changes for 2011 will be recommended
    by the advisory committee to the IESA Board of
    Directors.

Basketball
  • NFHS Rule 5-5-1 Halftime intermission is 10
    minutes in length.
  • Please make sure coaches and bench personnel are
    aware of this rule.
  • Regional seeding will be conducted online.
  • Required pre-game meeting with officials, team
    captains, and head coaches prior to regular and
    post-season contests.
  • Two licensed officials must be hired for all
    regular season contests.
  • The mutual agreement of coaches may not set aside
    any IESA or NFHS rule.

Basketball
  • Guidelines for Special Initiative/Awareness
    Contests
  • Uniform color must be legal under NFHS rules.
    Example Breast cancer awareness pink uniforms
    would not be legal in basketball that requires
    white and dark uniforms because pink is
    neither.
  • A permanently attached commemorative patch may be
    worn but must adhere to NFHS rules.
  •  Initiative/awareness color specific
    headbands/wristbands are allowed (i.e. pink
    headbands). Note that all team members must be
    uniform in color with regard to
    headbands/wristbands.
  •  Other items that may be color specific for
    initiative/awareness socks, shoelaces, shooting
    shirts, shoes.
  • NFHS rule update
  • 3-5-3a Wristbands and headwear shall meet the
    following guidelines Headbands and wristbands
    shall be white, black, beige or a single solid
    school color and shall be the same color for each
    item and all participants.

Girls Volleyball
  • Two licensed officials must be hired for all
    regular season contests.
  • Coaches are held accountable for individual
    limitation violations. Coaches will be ineligible
    to coach the next 2 contests at any level of
    competition.
  • Individual limitations 3 sets in one day of
    regular season play. 4 matches per day in regular
    season tournaments.
  • Guidelines for Special Initiative/Awareness
    Contests
  • Uniforms worn must meet NFHS regulations this
    includes having a on the front and back of the
    shirt. No logo endorsement on the shirt except
    for the manufacturer logo.
  • Officials may wear colored tops for this match.
  • A colored ball may be used for this match as long
    as it meets NFHS guidelines.

Volleyball
  • Rawlings new ball model IESAVB 10013B is in
    production and will be available in late
    December. Several changes have been made to the
    bladder of the ball and exterior surface of the
    ball.
  • Colored volleyballs may be used for regular
    season play. Balls shall be a maximum combination
    of three colors, with each panel being a solid
    color, and at least one third of the panels shall
    be solid white.
  • In regular season play, the home team will
    provide the volleyball to be used for play.
  • In state series play the IESA and Rawlings will
    provide each host with a red, white and blue
    volleyball to be used for play.

Wrestling
  • New NFHS rule 4-5-7 Wrestlers must weigh-in
    wearing a suitable undergarment that completely
    covers the buttocks and groin area. Wrestlers are
    NOT allowed to weigh-in nude.
  • Regional and sectional hosts must use a digital
    scale for weigh-ins.
  • Also, it is recommended that as the host, there
    be at least one athletic trainer on site.
  • Schools will continue to be allowed to enter two
    individuals in each weight class. A survey
    conducted last year showed 86 schools in favor of
    allowing two wrestlers per weight class while
    only 46 schools were in favor of allowing just
    one wrestler per weight class.

Track and Field
  • PLEASE REMEMBER ATTENDANCE IS MANDATORY AT SEED
    MEETINGS!
  • At the State Meet, the pole vault will be raised
    6 at a time until a designated height is
    reached. Once the designated height is reached,
    the bar will be raised 3 at a time until 1
    contestant remains.
  • At the State Meet, field events may be conducted
    indoors if conditions deem it necessary. Please
    make sure athletes are prepared for this
    possibility.
  • If your school has pole vault participants at
    sectional meet, contact your host ASAP and no
    later than the seed meeting. Do not assume your
    host has pole vault equipment.
  • New NFHS rules
  • Allows for unadorned bobby pins, barrettes and
    hair clips no longer than 2 to be worn to
    control a competitors hair.
  • Modifies the penalty for the wearing of jewelry.
    A first violation will no longer result in
    immediate disqualification, instead a team
    warning will be issued and any subsequent
    violation by any team member will result in
    disqualification from the event.
  • Please remember that watches may not be worn
    during competition.

Scholastic Bowl
  • One IESA Rule Change Paper used during a match
    must be clean. Numbers and lines are permitted on
    the paper, but no other writing.
  • Regional and Sectional hosts may now hire high
    school students to score and time.
  • New moderator training video available on the
    IESA website. Give a new moderator a head start
    and suggest they review this training
    presentation before working a match.
  • Comparison between IESA and IHSA rules also now
    available on the IESA website for moderators
    working both levels.
  • The Advisory Committee asked the Association to
    gather information on the length of regional
    tournament play. There is some concern that
    regional play is too long per night. A survey
    will be attached to the online seeding process
    this year to gather information for the
    committee.
  • The survey will ask three questions
  • Should we shorten the question set for regional
    play to 20 toss-up and 20 bonus? (Current
    questions sets are 30 toss-up and 20 bonus.)
  • Would you be in favor of a single elimination
    format? (Current format is pool play.)
  • Are you in favor of the current format remaining
    the same?

Speech
  • Its important.
  • Speech is an integral part of the activities
    offered by the IESA. No other skill is more
    important than that of learning to speak
    effectively in front of others.
  • It teaches valuable skills.
  • Speech team combines the importance of study,
    dedication, team work, creativity and
    communication.
  • Its for a lifetime.
  • Students who have participated in Speech or Drama
    activities are less likely to have difficulty
    speaking in public and will be more persuasive in
    their communications, both written and oral.
  • Contests are held the last weekend in October and
    the first two weekends in November.
  • Contests are single day events.
  • Participants are judged against a standard.
  • Eligibility standards do apply to speech
    participants.

Music
  • Pep Bands and National Anthem Singers are
    selected to perform at IESA State Contests.
    Selection forms and instructions are available on
    the IESA website Music Activity page.
  • General Contest Reminders
  • Scales are not required to be performed at SE
  • All pieces performed at SE must be 32 measures
    not including repeats.
  • If an accompaniment is called for in a score then
    it must be performed. (SE and Organization)
  • SE individual limitations A student shall not
    participate in more than 6 events. A student may
    not participate in 2 solos on the same instrument
    or voice.
  • Organization vocal limitations one mixed choir,
    one show choir and either one boys or girls
    chorus.
  • Organization instrumental limitations one band,
    one jazz band, one orchestra and one chime group.
  • Eligibility standards do apply to music
    participants.

Chess
  • Final Entry Deadline for Chess
  • January 12, 2011
  • Entry Fee 15.00 per student
  • State Tournament will be held at the US Cellular
    Coliseum in Bloomington, IL on February 18-19,
    2011
  • Board Swiss format with 5 boards. In this type
    of tournament, the coach determines the board
    order for their players. Each of the board
    positions becomes a separate individual
    tournament.
  • 7th grade division and an 8th grade division.
  • Schools may enter one player at each of boards
    1-4 and a maximum of 3 players at board 5 in each
    grade division.
  • 7 rounds of play will be conducted and players
    will participate in all 7 rounds.
  • Individual awards and team awards will be given.

Bowling
  • Final Entry Deadline for Bowling
  • February 7, 2011
  • Entry Fee 20.00 per student
  • State Tournament will be held at Town Country
    Lanes in Joliet, IL on March 25-26, 2011.
  • There will be a separate bowling competition for
    boys and girls.
  • All bowlers will compete in rounds 1 2 and the
    top 36 bowlers from each division will advance to
    the 3rd round for the State Finals.
  • Total cumulative pin fall will be used for
    scoring throughout the tournament.
  • There will be a total of 180 bowlers in the
    competition, 90 boys and 90 girls. Schools may
    enter up to (2) boys and (2) girls in the
    competition.
  • A CURRENT PHYSICAL IS REQUIRED FOR PARTICIPATION
    IN THE STATE BOWLING TOURNAMENT

Cheerleading
  • Jewelry is not allowed to be worn by any
    cheerleader at any time while cheering. This
    includes all sideline cheerleading as well as if
    your team participates in the IESA cheerleading
    competition. Please be sure your cheer coach
    adheres to this requirement.
  • All basket tosses and double full twisting
    dismounts, regardless of the surface for all
    elementary, middle school and junior high
    cheerleaders are prohibited in any IESA
    sanctioned contest. Should your squad
    participate in a cheer competition other than the
    IESA competition, then your squad will follow the
    rules set forth by the organizing body.

    at the Civic Center in Peoria. Entry deadline is
    December 15.
