Background
  • Indonesian personnel occupied a majority of
    positions in Government
  • The departure of 7,000 Indonesian public servants
    created a vacuum in the public service.
  • The human resource base was therefore extremely
    weak
  • UNTAET dispatched qualified personnel to begin
    rebuilding Government and public service
    structures
