- Indonesian personnel occupied a majority of
positions in Government - The departure of 7,000 Indonesian public servants
created a vacuum in the public service. - The human resource base was therefore extremely
weak - UNTAET dispatched qualified personnel to begin
rebuilding Government and public service
structures
