Public Health Nursing
  • Is the practice of promoting and protecting the
    health of populations using knowledge from
    nursing, social, and public health sciences
    (American Public Health Association, Public
    Health Nursing Section, 1996).

The First School Nurse
  • Miss Lina Rogers was Americas first school
    nurse, hired on October 1, 1902 placed in a
    public school in New York Citys Lower East Side.
  • She was placed by Miss Lillian Wald, a pioneering
    Public Health Nurse of the Henry Street
    Settlement.
  • Ms. Rogers purpose was to reduce absenteeism, the
    spread of communicable diseases among children
  • and keep children in school.
  • Careful record keeping documented effectiveness
    of her program.

Early, Periodic, Screening, Diagnosis, and
Treatment
  • EPSDT is a component of Medicaid and a required
    service under Medicaid for categorically needy
    children and youth from birth to age 21 years.
  • The federal program is matched and supplemented
    by state health funds.
  • EPSDT was created to provide comprehensive
    healthcare services to ensure that health
    problems are identified treated in a timely
    manner, before becoming more serious costly.

  • Provides direction for school districts toward
    the development of school health programs
  • Increase awareness of school health issues the
    potential strategies available to resolve these
    issues
  • Provide guidelines for the development of
    district school health programs, policies

    partnership.

LHD Nurse in the School Setting

  • KDE is the lead agency and works with DPH to
    fulfill the requirements relating to the
    provision of health care services in schools.
  • LHDs may elect to provide school health services
    not included in the PHPR.
  • NASN guidelines are to be utilized when school
    health services are not included in the PHPR.
