  • Step 1 - Assessing a formal application
  • Designated officials of DAAR, CAA Pakistan needs
    to be satisfied before a Certification process
    can be proceed for the issue of Certificate
  • an application made in the prescribed form and
    duly filled up D2.2 of ANO-001-DRAS-1.0
  • an Aerodrome Manual including establishment of an
    effective Safety Management System is provided
    D2.11, D4, D5 D7 of ANO-001-DRAS-1.0

  • Step 1 - Assessing a formal application (contd.)
  • submitted a compliance checklist in respect of
    the requirements contained in CAR issued on the
    subject of Aerodrome Design and Operations and
  • fee is remitted by crossed Demand Draft drawn in
    favour of Pay Accounts Office, CAA Pakistan.

  • The minimum period required for processing the
    application is about one month from the date of
    receipt of application along with properly
    formulated aerodrome manual to allow for detailed
    consideration and inspection of the aerodrome
    before the issue of a Certificate Section 2.5.1
    of ACCP.

    associated documents for acceptance/approval by
    DAAR, CAA Pakistan in accordance with the
    National Framework

  • To be conducted before granting an aerodrome
    Certificate.
  • Purpose
  • To ensure that the aerodrome is adequately
    staffed with competent and trained personnel
  • To ensure that aerodrome facilities, services and
    equipment meet national and international
    standards
  • To ensure that aerodrome manual is sufficient
  • To ensure that a Safety Management System is in
    place and functioning.

  • Plan and coordinate with aerodrome operator for
    the inspection of the aerodrome (on site visit)
  • Determine the make-up and size of the DAAR
    inspection team needed (is more than 1 inspector
    required, what other skill areas will be
    needed.)
  • Prepare an inspection programme/schedule and
    provide to the aerodrome operator
  • Ensure that the aerodrome operator has conducted
    necessary coordination with other agencies
    working at the aerodrome ATS providers, Airport
    Security force and others as necessary.

  • Phase 3 Closing Inspection Findings
  • Corrective action plan is closed when all
    discrepancies are corrected or are transferred to
    another form of action (i.e. transferred to a
    long term corrective action plan).
  • Final close-out letter is sent to aerodrome
    operator officially closing out the inspection.
  • All documents are filed appropriately.

  • Step 4 Grant or Refusal of Aerodrome
    Certificate
  • If the assessment was unsuccessful DAAR should
    formally notify the applicant, stating reasons
    why the aerodrome Certificate has not been
    granted
  • major findings were observed which affect on
    safety of aircraft operations
  • aerodrome operator need to submit the corrective
    action plan on those findings and rectify
    accordingly.
  • After submission by the aerodrome operator an
    action taken report to DAAR, the follow up
    inspection may be planned.

  • Step 4 Grant or Refusal of Aerodrome
    Certificate
  • If the assessment was successful, DAAR will
  • formally notify the applicant, and
  • provide an aerodrome Certificate with validity of
    three years period subject to certain conditions,
    if deemed necessary.
  • Exemptions to non-compliances with certain
    Regulations/ Requirements would be granted if the
    aerodrome operator had applied for with full
    justification and submission of report on safety
    assessment carried out.
