NJTPA Mission
  • The NJTPA is the regional transportation planning
    leader and technical and informational resource

    transportation-related emissions

  • include actions not being generated through other

  • Diesel Locomotive Engines for Freight
  • Action plan recommended promoting and funding the
    retrofit or replacement of diesel locomotives for
    freight
  • - Reduces VOCs, NOX, PM 2.5, GHGs
  • - Reduces noise levels
  • - Responds to community concerns
  • - Reduces fuel consumption extend engine life
  • Looked for existing opportunities
  • - PANYNJ developed a comprehensive Clean Air
    Strategy
  • - Purpose is to reduce emissions in advance of
    regulations
  • - For rail, PANYNJ identified replacing five
    switching locomotives with GenSets
  • - This initiative tied in perfectly with this
    TCAM

  • - Funding the replacement of two engines

  • - CSX , Norfolk Southern NJDEP are also
    funding the replacement of the three other
    switching engines at Port Newark/Elizabeth

  • Engaging other agencies can be enhanced by
  • involving them as early as possible so that the
    project is known, understood and seen favorably
  • highlighting the benefits of the project (eg.
    fuel savings, reduced emissions, favorable press
    coverage, improved public relations etc.)
  • creating energy/buzz that attracts interest and
    support - people want to be involved

  • Securing a firm commitment from all agencies can
    be done through
  • financial commitments regardless of the amount
  • commitments of staffing resources
  • resolutions of support

  • Common sense approach to the project management
  • Identify overall project team with a key project
    manager from each agency
  • Identify project timeline with specific tasks,
    deadlines and responsible parties
  • Meet regularly in person or via conference call
    to discuss progress and resolve issues

  • 2007 NJTPA undertook the TCAM study
  • 2009 NJTPA met with the PANYNJ to discuss
    possible implementation of project
  • 2009 NJTPA gains solid commitment from PANYNJ,
    CSX and NS ( , staff time, letters)
  • 2010 NJTPA Board of Trustees recommends and FHWA
    approves project
  • 2011 two retrofitted locomotives scheduled for
    delivery December, 2011
