3Concept of Loss Control
The philosophy of loss control is to minimize the
damage resulting from fire, water damage or
operations performed by our department. Protecting
our customers property is a major part of loss
control. It brings NLTFR goodwill within the
community and gives us feelings of
accomplishment. It is also important to the
Travis County Fire Marshal and insurance
companies.

4Aspects of Loss Control
Two aspects of loss control, when performed the
right way, are important to the firefighter, the
property owner/occupants, and the Fire Marshal.
Performing proper Salvage and Overhaul are the
most important means of loss control.

5Salvage Definition
Salvage operations consist of methods and
operating procedures associated with fire
fighting that aid in reducing primary and
secondary damage during fire fighting operations.
Primary damage can be caused by fire. Secondary
damage can be caused by suppression activities
(usually the application of water). Salvage is
the method used in reducing primary and secondary
damage during fire operation.

6Overhaul Definition
Overhaul consists of identifying and
extinguishing hidden and/or remaining fire. We
must protect the scene after the fire and
preserve any evidence of the fires origin (and
cause). Overhaul operations begin once the fire
is under control.

7Salvage Planning
- Think about what might be in the structure
- Are there special preplans for buildings with
high-value contents? - In commercial occupancies, consider the cost of
lost documents or equipment like computers - We can help businesses identify potential
critical items and suggest loss control measures.

8Salvage Procedures
- We can begin salvage operations at the same time
as fire attack - Cover contents with a tarpaulin
- Find a throw rug and cover items
- Move items off a wet carpet
- Remove obstacles that impede flow of water out
of the structure. - Clean drains, use existing sanitary piping
systems, create chutes

- Waterproof canvas or vinyl (cover valuables)
- Suitable plastic rolls (cover valuables)
- Brooms (move water or debris)
- Shovels (move debris)
- PPV Fan (move smoke)

Clean all equipment after use and check for
damage. If damaged, tag it and report it!

12Weather Protection
- Prevents further damage to property
- Cover doors and windows that have been broken
with plywood, heavy plastic, or similar materials - Cover openings in roofs with plywood, roofing
paper, heavy sheeting or tar paper

13Overhaul
- By searching the fire scene to detect hidden
fires, embers or sparks, proper overhaul prevents
rekindling and helps to identify the point of
origin and the cause of fire.

14Overhaul Equipment
- Many of the tools and equipment used for overhaul
are the same as those used in other operations. - Pike poles and plaster hooks (open ceilings to
check on fire extension) - Axes (open walls and floors)
- Saws, drills, screw drivers (make small
openings and build protection) - Buckets (carry debris)
- Shovels, bale hooks, pitchforks (move loose
material

15Overhaul
- It is essential for firefighters to wear proper
PPE including SCBA, while performing overhaul and
extinguishing hidden fires unless the atmosphere
has been proven safe. Overhaul should be
directed by a supervisor/officer not directly
involved in overhaul tasks (for safety). If a
fire investigator is on scene, he will be
involved in planning and supervising overhaul.

- Charged lines should always be available for
hidden fires.

- Watch out for
- Weakened floors
- Spalled concrete (from heat)
- Weak steel roof members
- Walls that have been offset
- Weakened roof trusses
- Sharp objects
- Dangling wires/debris
- Others moving debris out or about the fire
scene

18Detecting Hidden Fire
- Fire detection can be accomplished by sight,
touch, sound or with the aid of sensors. - Sight - discoloration of materials, peeling
paint, smoke emissions, cracked plaster, rippled
wallpaper, burned areas, melted plastic - Touch - feel walls and floors with the back of
hand - Sound - popping or crackling, high-pitched or
hissing - Sensors - TIC, infrared heat detector

19Overhaul Approach
- Wear appropriate PPE
- Utilize systematic approach
- Use water sparingly
- If fire extended to other areas, determine what
medium it traveled - If doors or windows have been burned, expose
frames or casings to assure there is no remaining
fire - Concealed spaces below floors or ceilings and
within walls must be opened. Do not disturb
weight-bearing members

- Always give yourself an exit.
- Watch out for falling debris.
