INTRODUCTION
  • The presentation is about the préparation of
    the second population and housing census in
    Democratic Republic of the Congo
  • The 1st census was in 1984 the 2nd is planned
    for July 2011
  • The 2nd census will take place 27 years after
    the 1st one
  • The decree on the organization of the 2nd census
    is already signed since August 2009

    establishment of a one-party system 1965-1990
  • Endless transition in the 90s with political and
    social crisis, plunderings (1991) and (1993) and
    armed conflicts in 1996 and 1998

  • The normalization process of political life,
    initiated in 2001, has continued with the
    organization of a constitutional referendum in
    December 2005 and free and open elections in 2006
  • Consequences establishment of democratic
    institutions President of Republic, National and
    Provincial Assemblies, Senate, Central and
    Provincial Governments

III- ORGANIZATION OF THE 2nd CENSUS IN DRC
  • The organization of the census in DRC is
    especially important
  • DR Congo is a post-conflict country it is also
    a very poor and heavily in debt country
  • The results of the census will allow not only
    economic and social planning based on reliable
    statistical data but also they will contribute to
    the reconstruction of the country
  • The census will also contribute to capacity
    building of the National Institute of Statistics,
    responsible for its organization and
    implementation, at the national and provincial
    level

III- Organization of the census in DRC
  • The census enumeration is planned for the
    first fortnight of July 2011.
  • The night of 30 June will be the reference date
  • During these 15 days, around 70,000 enumerators
    and supervisors will canvass the coutry to visit
    each household and collect informations on each
    member of the household as well as housing
    characteristics

The population is estimated between 65 and 70
million inhabitants each enumerator will
collect information on around 1,000 inhabitants

V- Main operations already achieved
  • At the end of 2009, several tasks have already
    been achieved, most of them with the financial
    support of UNDP et/or UNFPA
  • Establishment of the  TWG  (Tehnical Working
    Group)
  • In the ministry of Planning, hosted at INS.
    Members are national experts in the domain of
    population. Several members have participated in
    the census 1984
  • Cartographic operations field tests
  • Elaboration of methodological documents,
    advocacy document, 1st version of
    project-document and household questionnaire
  • Rehabilitation of offices in INS/Limete where
    the Central Bureau of the Census will be located
  • Office opening last October

VI- CHALLENGES

  • The large surface area requires important
    technical, financial and human resources to
    organize the census
  • The por state of transport and communication
    infrastructures (roads, bridges, ferries,
    railway, etc.) 
  • Difficulty to mobilize resources in post-conflict
    situation where humanitarian assistance remains a
    priority
