9 Federal Tuition Assistance
- Soldiers may use FTA to receive one degree/
credential from each of the following levels as
long as SM does not currently hold that degree.
I.E., SM may not use FTA to attain an additional,
lateral degree even if he/she did not use FTA to
receive the degree he/she currently holds. -
- One Certificate (technical or licensure)
- Associates Degree
- Bachelors Degree
- Masters Degree
- First professionals degree (such as CPA,
Podiatry, Dentistry, Medicine, Optometry,
Osteopathic, Pharmacy, Law, and Theology).
10 Federal Tuition Assistance
- Federal Tuition Assistance is a benefit, not an
entitlement. FTA is based on the availability of
funds, and is not guaranteed. - A Degree plan for the degree you are obtaining
must be on file in the education office. Email
all grades and degree plans to nginftamanagers_at_in.
ngb.army.mil - All grades for FTA-funded courses must be updated
in order to apply. If grades are missing, or not
updated, SM will be locked out from the website
and unable to apply for FTA.
11 Federal Tuition Assistance Eligibility
- Be a satisfactory participant (active, drilling
Soldier) in the INARNG. - No Adverse Action flags
- APFT and Ht/Wt flags are acceptable
- Eligible beginning the day of enlistment, even
prior to basic training or AIT and while still in
High School. - Officers must serve 4 years after course
completion or be subject to recoupment of all FTA
monies. - Enlisted cannot ETS during term of course (or SM
will be recouped). - Members receiving an ROTC scholarship are not
eligible unless there is no duplication of
federal funds.
12Federal Tuition Assistance
- Federal Tuition Assistance pays up to 250 per
semester hour up to 4,500 per fiscal year. - FTA may only be used for tuition and mandatory
fees. - Mandatory fees must meet three criteria
- It is required for all students taking the
course. - It is fully refundable if the student withdraws
from the course. - It is attached to and required for a specific
course (ex lab fee, technology fee).

- gt High School Diploma or equivalent
- gt Complete Initial Active Duty for Training
(IADT) or equivalent - NOTE ENLISTED SOLDIERS MUST HAVE AN MOS,
OFFICERS AND OFFICER CANDIDATES MUST HAVE

COURSE (OBC) and have signed Officer Service
Agreement (DA FORM 5447-R).
18MGIB-SR Chapter 1606
- Period of Eligibility
-
- Eligibility starts on the date of basic
eligibility which is annotated on the
Notification of Basic Eligibility (NOBE) DD Form
2384-1. - NOTE Eligibility for the MGIB-SR expires the
day you leave the Selected Reserve or service
member reaches maximum number of benefits (36
months of a single benefit or 48 months of
combined benefits), whichever is earlier.

order to keep Chapter 1607 benefit

23MGIB Chapter 1607 Eligibility (REAP)
- NDAA 08 made several changes to the REAP.
- Eligibility based on longest continuous active
duty (Title 10) period - Although NGB policy currently states otherwise,
the law puts a 10 year after separation from SR
status use or lose window. After that SM is no
longer eligible for 1607.

- ELIGIBILITY

- Entered active duty or AGR on or after 1 July
1985. - 24 Months Active Duty Service
- 1200 paid by SM
- Never declined for Chapter 30
- Expires 10 years after ETS.

26MGIB-Active Duty Chapter 30
- Period of Eligibility
- Service Members are eligible to receive benefits
up to 10 years from the last date of honorable
discharge (release from active duty). - Extension Period of eligibility is extended if
mobilized on federal active duty. Service member
must send a copy of their AGR orders or Release
from Active Duty (DD 214) to the Department of
Veteran Affairs (DVA) to receive an extension.
27MGIB-Active Duty Chapter 30
- The Patriot and Heroes Acts of 2004 allow a
soldier to restart their 10 year use or lose
window all over again. - You do not acquire more months of payments, you
simply have more time to use what is remaining. - Example SM leaves active duty 1994, deploys with
76th and returns home. SM never used the GI Bill
and paid the 1200. SM is now eligible until
2018 for 36 full time months of schooling. If the
SM had used 16 months already, they would only
have 20 months of payments left. - Can never exceed more than 36 months of a GI Bill
program.
28What is the Post 9/11 GI BILL?
- This Bill is our countrys investment in the
deserving men and women who have defended our
nation since 9/11. It provides eligible veterans
with tuition payments to assist in achieving a
college education. In many instances, it allows
members of the Armed Forces to transfer these
benefits to dependents.
29Eligibility for Post 9/11 GI Bill
- Served at least 90 aggregate days on active duty
after September 10, 2001, and you are still on
active duty or were honorably - - discharged from active duty or
- - released from active duty and placed on the
retired list or temporary disability retired
list or - - released from active duty for further service
in a reserve component of the Armed Forces. - You may also be eligible if you were honorably
discharged from active duty for a
service-connected disability and you served 30
continuous days after September 10, 2001.
302011 Improvement Act
- Important
- Several changes to the Post 9/11 GI Bill were
signed into law on Jan. 4th, 2011 - Most Important.Title 32 AGR time will now be
included in computing qualifying service for
payment tier level (even if no Title 10 time was
accomplished). Begins 01OCT11. - Example Soldier has 365 days deployment
and 3 year AGR tour. It takes 36 months total to
qualify at the 100 payment tier level. This
Soldier would be qualified for 100 payment level
for self or dependents.
31Chapter 1606, 1607, 30, and 33
- Applying for benefits
- Soldiers must attend a school and program
approved for DVA Education Assistance to receive
benefits. - Register for Courses
- Soldiers must complete a one time Application for
Benefits (VA Form 22-1990) and have their school
certify them for enrollment (VA Form 22-1999) - The VA Application (VA Form 22-1990) may be
obtained at the GI Bill website

the month or anytime after to have payments

- The Notice of Basic Eligibility (NOBE) is
automatically generated once eligibility
requirements are met and will be issued to you by
your ARNG State MGIB Manager within 30 days of
completing all eligibility requirements for the
MGIB-SR (Chapter 1606).

69Student Loan Repayment Program
- Current policy is Chaplin, Health Professional
and Enlisted Loan Repayment Program (CHELRP). - CHELRP policy went into effect 1 October 2009.
70- SLRP (Student Loan Repayment Program)
- Allowed to acquire new loans after signing the
SLRP Addendum however, specifics depend on the
policy in place at the time of SMs signature. - Payments are made on a yearly anniversary
schedule. - Payments vary up to 7,500 a year.
- Maximum amount is 50,000.
- NSLDS summary individual loan pages must be
uploaded into IMARC in before requesting Control
Number.
71SLRP (Student Loan Repayment Program)
- A soldier can now keep the SLRP program when they
accept commission. - A soldier receives 6 years of eligible payments
whether enlisted or officer. If Soldier
commissions, SLRP will complete on the original
completion date no exceptions.
72AGR and Military Technician
- Soldiers accepting AGR or Military Technician
position between 09 Oct. 2008 and 03 Nov. 2010,
will continue to receive SLRP up to the original
expiration date. - Under current policy (CHELRP) soldiers will
receive SLRP unless they extend to meet AGR or
Military Technician time requirements, in that
case SLRP will be terminated without recoupment.
73National Student Loan Data System (NSLDS)
- NSLDS report is required starting 1 Oct. 2010. Go
to www.nslds.ed.gov/, and fill out personal
information (including FAFSA pin number). Once
logged in, review loans listed for correctness.
Print or save all loan information and turn
complete report in to the Education Service
Office.
74Obtaining Duplicate Pin Number
- Log into www.pin.ed.gov/ using social security
number, first two letters of last name, and birth
date. There is a final question which was choose
the originally time the FAFSA website was logged
into, the question is case sensitive so capital
letters apply. Be sure to choose DISPLAY NOW
in the drop down box to review your pin number
immediately.
