for the selection of firms to perform
    architectural and engineering services.
  • The selection of consultants must be made on the
basis of fair negotiations and equitable fees and
    through selection procedures that are
    professionally acceptable, ensure maximum open
and free competition, and avoid any suggestion of
    unfair or unethical conduct.

50
Knowledge of FAA policies, etc
  • Ten possible points
  • One point for each obvious FAA project on the
    relevant experience page
  • Objective Our design work must be in full
    compliance with FAA Advisory Circulars
  • The Advisory Circulars are extremely detailed and
over every aspect of engineering design on
    runways and taxiways
  • A firm that is NOT familiar with the ACs will
    not meet FAA design requirements

51
Advisory Circulars cover

inability to keep to the schedule, both design
    and construction
  • Ask about change orders
  • Objective Avoid firms who are over-committed or
    execute poorly.

55
Last Two Criteria
  • Subjective In Nature
  • Selection Panel Scores
  • Based on Technical Approach and Optional
    Information
  • Is proposal filled with Blah, Blah Engineer-Speak
    or
  • Is the proposal centered around our project?
  • Few actually address project details (????)

56
Local Knowledge

Optional Illustration Pages
  • New for this RFQ
  • Picture worth a thousand words
  • Proposers Role in Project Illustration
  • Percentage of effort in Overall Project
  • Objective Identify artistic capability and
    illustrate firms prior successes

59
Summary of our RFQ Procedures
  • Our RFQ is very specific
  • We try to make it easy to fill out
  • Easy to highlight your firm
  • Easy for scoring committee to use

60
DBE is a Factor
  • We have a history of not meeting our DBE goals
  • This will eventually cause problems getting
    future grants
  • This is a government bureaucracy empire that is
    growing
  • We must (?) spend a certain percentage of grant
money on DBE firms (Disadvantaged Business
    Enterprises)
  • Not built into RFQ but worth 2 bonus points per
    DBE
