5Cadet Improvement ProjectBriefing
- Problem Retention of Cadets
- Based on my conversations with both cadets and
senior members (CAP Officers) who work with
cadets, I have some conclusions. - 1) No active duty military base in Oregon (not
something we can control, but an issue
nonetheless). - 2) Cadets being promised things they are not
getting such as participating in ES activities
and national activities and not telling them that
they need to do other things first like getting
GES qualified prior to participating in ES
missions. - 3) Lack of senior members willing to allow cadets
to participate in ES.
6Retention of Cadetscont.
- 4) Lack of encouragement to attend activities,
both at Wing and National level. Color Guard
Competitions, Cadet Ball and Encampments come to
mind. - 5) No motivation to stay in the program, and if
there is, it doesnt go beyond earning the
Mitchell Award.
7Proposed Solutions
- Cadet Retention Program
- This is based on a program we used in the Air
National Guard - while I served as the Unit Career Advisor for my
unit, the 104thWF. - The Cadet Retention Interview form (see
handout) is based - on the form we used in the Guard, NGB Form
173-1(see handout). - I think it would be a good idea to assign a
C.A.P. Officer with a - cadet counterpart to administer the program at
the Squadron level. - I would also advise that the Wing appoint a Cadet
Retention Officer - who would be a part of the cadet program staff to
oversee the - program.
- I have seen this program work very well in the
Air National Guard - and I believe it will help here in Oregon Wing.
8Proposed Solutions
- Cadet Great Start
- This is program from National HQ that is
currently in draft form but is available to be
used by the squadrons now. Details are available
at the National website. Go to Cadet Programs
then to Tools for Cadet Leaders then to Cadet
Proving Grounds. The Draft is in PDF format and
can be downloaded and used. The program includes
the following. - Begins with an open house showcasing the exciting
opportunities available through the CAP Cadet
Program - Sets learning objectives that are designed
specifically for new cadets - Provides a standardized, easy to use curriculum
- Challenges cadet NCOs and officers by using them
as mentors and instructors - Informs parents of CAP policies and builds trust
between parents and CAP leaders - Includes a plan for managing administrative tasks
that support the Great Start program - Involves cadets in exciting, hands-on training
activities, as opposed to passive, boring
lectures - Concludes with an orientation flight to motivate
and reward new cadets
