WHO WE ARE MEMA is a member of the Executive Bra
nch of Government within the Commonwealth of
Massachusetts. The responsibilities of this
Agency are to minimize the loss of life and
property and protect public health and safety in
a disaster or emergency. MEMA accomplishes this
mission by coordinating the emergency response
and recovery actions and resources of federal,
state and local agencies, including members of
the public and private sector.

84 MEMA EMERGENCY LEVELS
LEVEL 1 Day-to-Day Emergency. Local response
capability can handle situation. No state
assistance required. Situation monitored by
State. LEVEL 2 Minor Emergency. Situation inte
nsifies. Some state assistance may be
required. EOPS/ Governors Office notified.
LEVEL 3 Major Emergency. Local response capabi
lities inadequate. Situation requires state
response assistance and possibly federal
assistance. State EOC activated. Governor
declares State of Emergency.
LEVEL 4 Catastrophic Emergency. Widespread thr
eats to public safety exist. Large scale State
and Federal response and recovery assistance
required.
