4Defending the Homeland by Jonathan White
5Defending the Homeland by Jonathan White
Most state and local agencies remain outside the
intelligence loop
Reasons?
The police role in national defense is often
ignored
6Defending the Homeland by Jonathan White
States have focused on managing the consequences
instead of stopping the crisis
No system exists to distribute noncriminal
intelligence to law enforcement
Law enforcement management frequently favors
local issues over national issues
7Defending the Homeland by Jonathan White
Rivalries among agencies hamper the flow of
information
Police and intelligence agencies encourage
internal and external secrecy
Higher education has failed to instill critical
thinking skills in law enforcement officers
8Defending the Homeland by Jonathan White
State and federal laws often prevent police
agencies from collecting noncriminal intelligence
Intelligence Communities neither trust nor
understand the function of law enforcement
Discovery in criminal trials may reveal crucial
intelligence secrets
