2Who is the CIS?
- The CIS was formed to develop and support a
common set of administrative applications for
Community and Technical Colleges in Washington
State. - Core applications
- Financial Management System
- Personnel / Payroll Management System
- Student Management System
- Financial Aid System
The CIS developed the first three applications,
and acquired the Financial Aid software from a
third-party vendor.
- The CIS also provides the Data Center and related
infrastructure support for college servers
(HP3000s).

4FMS Financial Management System
- FMS administers and manages the following
financial and accounting functions - Accounts Payable encumbrance / liquidation and
disbursements - Budget Management budget status, development,
report writing, grants and contracts, capital
projects - Cashiering point of sale processing, application
of financial aid, deposits, refund processing,
and sponsorships - Customer Accounts and Accounts Receivable
invoicing and statements
5PPMS Payroll / Personnel Management System
- PPMS is used by Human Resource and Payroll
departments to manage the following functions - Applicant Tracking
- Employee Contracts
- Government Reporting
- Leave Accounting
- Payroll Processing
- Salary Forecasting
6SMS Student Management System
- SMS manages the following student-related
business functions - Course Management Module colleges build and
publish class schedules, evaluate staffing and
manage faculty workload - Student Biopic and Admissions Module student
applications are entered on the web, staff enters
and maintains student biographical information
such as name, address, birth date, residency
status, etc. - Registration Module register students through
SMS screens, batch processing, or online.
Requisite Checking is used to check English or
Math placement tests against course requirements.
7FAS Financial Aid System
- The FAS system manages financial functions and
allows colleges to - store financial aid applicant data
- create notices informing students of application
status - post student aid awards and determines whether
awards meet or exceed a students need - disburse loans, grants and waiver aid
8Re-Hosting Project
9What is Re-Hosting?
- The primary focus of this project is to upgrade
the computer applications to new technologies
because support for the current technologies will
soon be phased out by their vendors. The project
is broken down into two phases. - Phase I
- Move existing administrative and supporting
applications and data from the HP3000 platform to
Microsoft Windows .Net operations. Retire the
HP3000's and consolidate all production and data
at CIS. - Phase II
- To re-engineer the administrative and supporting
applications and complete the redesign of the
database. - Re-Hosting Focus
- Hewlett Packard discontinued support for their HP
3000 mainframe computer effective 2005. - Current software applications are based upon old
technology. - Current software applications are difficult and
costly to modify to meet changing business needs. - Previous attempts to replace the CIS systems with
off-the-shelf software have proven too costly.

This presentation provides just a glimpse into
what CIS core applications do at the colleges and
what the Re-Hosting Project will accomplish. CIS
provides additional applications such as Degree
Audit and DB Reporting that were not presented
