7Conclusions
- M1A1 Tank is very mobile, agile, lethal,
dependable and essential to survivability in the
OIF environment - Both the Abrams and Bradley essential to
supporting dismounted operations - Must retain the ability to absorb energy, deliver
energy and observe clearly both day and night - Army must retain capability to conduct security
operations and fight for information - Uncertainty of combat operations will remain,
must be equipped for all contingencies

10Commanders Intent
The purpose of this operation is to set
conditions that allow the Iraqi people to govern
and secure themselves. The decisive point is the
state in which the Iraqi people and their
leadership feel responsible enough to assist in
reducing criminal activities and violence against
coalition forces. To achieve this we must ensure
we select and emplace strong Mayors, police
forces and advisory councils that will hold
others accountable for establishing and following
laws. It is also key that Coalition forces
empower and allow the administrative functions
space and time to perform their duties, while
also reducing tension in the communities as a
result of coalition forces performing functions
for the civil administration and by displaying
our dominance unnecessarily. Additionally, it is
important that we find innovative ways to
motivate Iraqi leaders and their people to
embrace responsibility for their communities.
Inherent to achieving the decisive point is
exhausting means to protect our forces, while
also gaining the initiative to defeat the threat.
We will do this by soliciting the support of
Iraqi leaders, building collection cells to
penetrate terrorists groups, thereby finding and
removing those that are working to disrupt our
objectives. Until we reach the point where the
Iraqi people are apprehending the threat, we will
always exert our dominance to identify and defeat
known threats in our AO. At end-state Iraqi
leaders feel responsible for leading their
people, incidence of violence against coalition
forces in our AO is reduced and Tiger Troopers
are prepared to deploy safely back to Fort
Carson.
