Force Stabilization How We Will Man The Force
  • Unit Focused Stability
  • Synchronizes with Unit Operational Cycle
  • Minimizes Soldier losses for deployed units
  • Provides combat ready, agile, cohesive units
  • Uses Lifecycle and Cyclic Manning Management
  • Stabilization
  • Most stability and predictability
  • Longer assignments for CONUS-based Soldiers and
    Families
  • Extended initial tours
  • Enables higher levels of cohesion
  • Uses a regional approach
  • Multiple opportunities to return to same post
  • Individual Replacement System (IRS)
  • Current system doesnt go completely away
  • Used for most OCONUS units until return to CONUS
  • Used for the Institutional Army (TRADOC, etc)
  • Some low density specialties will always stay IRS
    (not you)

19
What Isnt Changing?
The Soldier is the Centerpiece of all our Units.
  • Soldiers are
  • The most effective, flexible, and adaptable asset
    we possess
  • The Armys best sensor receives, processes
    information better than any technology
  • The face of the United States overseas

Everything We Do is Designed to Support Them
20
Personnel Impact
  • Year round assignments (permanent) with
abbreviated lead times (for the next several
    years).
  • Greater turbulence in the near term.
  • High PERSTEMPO.
  • Significant increase in MSC authorizations,
    primarily within the AOCs of 70B, 70H, 70K, 72D,
    73A, and 73B.
  • Career path changes.
  • Objective force model changes.
  • Behavior Change Cultural Change

PAST OER SYSTEMS
67-3 1 OCT 53 - 31 DEC 56 3
YRS 3 MO
56
Masking Early OERs
2LT / WO1 1LT / CW2
CPT / CW3
  • POLICY
  • WO1 reports masked after selection to CW3
  • LT reports masked at promotion to CPT
  • Eliminates concerns over a zero defects system
  • Officer Records Brief lists duty positions

Remember all LT OERs are seen by CPTs
board-Even LT Sarmientos.
57
  • Reinforcing Rules
  • First single top box at a given grade will
generate an ACOM label at DA, regardless of
profile (of the first four OERs in a grade, by
component, any one, but only one, can be an
    ACOM.)
  • Cannot mention box check in the narrative
  • Restarts by grade, with SRs permission, after 3
reports a documented misfire in that grade have
    been processed at HQDA

58
OER/AER Tips
  • Ratee
  • Closely review/verify OER/AER administrative
    information
  • Record the correct duty title/description
  • Dont expect an ACOM!!! Especially with small
    SR profile
  • If you are in a LTHET program, discuss with
    rater about
  • commenting on your
  • Leadership and Management skills
  • Potential to serve in key positions
  • Future education potential
  • Good looks just kidding
  • Rater/Senior Rater
  • Paint a clear word picture of accomplishments
    and potential
  • Dont be overly verbose or skimpy on comments
  • Say what you mean (talk reality)
  • Quantify where possible

59
Senior Rater Tips
  • Know your Population, e.g. How They Perform, When
they go before Boards When Reports will be
    Due.....
  • Look Ahead, Establish a Plan, Develop rating
philosophy based on Center of Mass norm --
Goal is 1/3 in Top Box, ensure Top Box is always
    less than 1/2
  • Review rating chains combine small populations
into larger groups where possible, allowing for a
Broader View and a Better Comparison
  • Consider Start-up Costs (1st 4 reports in each
    grade, only 1 ACOM)
  • Can not Hold OERs Past 90 Days
  • Quantify where possible
