International ISBN - Administration
restructure - Revision
  • Thorpe-Bowker Australian ISBN agency since 1997.
  • Formation of new ISBN International organisation
owned, funded and governed by local agencies to
    oversee and regulate system.
  • Standard last revised in 1992.

3
Responsibilities of new authority
  • To be the governing body for ISO 2108.
  • To agree and implement policies for ISBN.
  • To promote the use of ISBN internationally.
  • To provide training and advice to local agencies.
  • To represent ISBN on other standards bodies.
  • To compile an international publisher directory.
  • To liaise with bodies on metadata and
    identification.

4
The present
  • Concerns about future capacity of the ISBN
    system, resulting from
  • increased publishing output.
  • proliferation of electronic versions.
  • growth of print on demand.
  • electronic sales of chapters and other parts of
    books.
  • need to unambiguously identify versions.
  • increasing number of countries in the system.

5
Priorities for the revision
  • Secure future capacity.
  • Protect present and future supply chain
    applications.
  • Compatibility with other product supply chains.
  • Clarify and confirm scope of ISBN.
  • Provide for core metadata.
  • Ensure robust governance for ISBN.

6
Changes in the standard
  • New number structure.
  • Restatement of allocation principles.
  • Metadata framework.
  • Updated user manual and guidelines.

7
Considerations
  • Existing 10 digit numbers can be converted
    retrospectively.
  • Check digit changes after addition of prefix.
  • Existing publisher prefixes will not be retained
    for 979 allocations.
  • Agencies will provide assistance.
  • Online tools are available

8
Where are we at?
  • Four months from ALL ISBNs being represented in
    their 13 digit form
  • There are probably enough current numbers to take
us through into 2008. This means 978 prefix with
    a 10 digit equivalent
  • Once we start seeing 979 ISBNs there will be no
    10 digit equivalent meaning
  • anyone on a DOS version of POS system who
converts back to 10 digit equivalent will not be
able to do so any longer
  • MUST recalculate the check digit if converting

9
What needs to happen?
  • Conversion routines need to be run for all
current ISBNs to reflect 13 digit equivalent
    prior 1/1/2007
  • ONIX will be the standard for exchange of new
    title information
  • Commercial messaging via PacStream BISAC?
  • POS vendor position - Barcode

10
Principles for ISBN assignment
  • Exclusions remain as before.
  • e.g. not for greetings cards, music, serials etc.
  • Coverage includes digital monograph publications
    on physical carriers or internet.
  • Separate identifier required for each electronic
    version separately traded.
  • ISBNs for parts of books traded separately.

11
ISBN Metadata Set
  • ISBN Registrants will have to supply agency with
basic information about the publication to which
    ISBN is assigned.
  • Simple ONIX compliant metadata set.
  • ISBN, Product form, Title, Contributor(s), Series
    (if applicable), Edition, Language, Publisher,
Imprint, Country, Pub date, ISBN of parent
    publication (if applicable)

12
Responsibility for changes
  • ISBN Agency is working with national and regional
    trade bodies and libraries.
  • Publishers, booksellers, libraries should have
audited ALL their systems to see where ISBN is
    used.
  • Guidelines show examples of systems and
    departments affected e.g.
  • product information
  • editorial management
  • production systems
  • EDI systems
  • order fulfilment/warehouse management
  • accounting
  • rights, contracts and royalty systems
  • Searches available on all formats
