- Putting our communitys economic progress into a
big picture perspective, Marysville is on the
move. - State and regional economists forecast a sharp
slowdown in construction and aerospace work in
2008. - A continued slump in real estate sales due in
part to subprime loan debacle that wont start
to rebound until 2009. - Potential for recession reaching our region is
not projected to occur until mid-2008, if at all. - On the upside, the state economy has continued to
produce new jobs at a faster rate than the U.S.
as a whole. - Slower growth anticipated over next two years.

9Achievements in 2007 - Transportation
- Widening of 116th Street NE to 5 lanes between
I-5 and State Avenue. - Completed an aggressive 1 million asphalt
overlay and annual road maintenance program for
improvements to City roads in various states of
disrepair.

- SR 528 (Fourth Street) road improvements and
re-signalization project from 47th to 67th
Avenue. The six to nine-month project is now
underway.

- Police Chief Rick Smith took over leading
department last March. In first year, has
instituted changes - brought more accountability in police services
- improved customer service
- created a noticeable buzz that in the
organization that is making the department a
greater place to want to work.

promotions made at turn of the year 2
lieutenants, 4 sergeants (3 in police, 1 custody).

- Municipal Court moved into new building at 1015
State Ave, adding more courtrooms and a Court
Commissioner to help Judge Fred Gillings hear
cases for Marysville, Arlington and Lake Stevens.
The Court is currently handling about 1,100 cases
per month.

- Providence Hospital - Providence
- Health and Services bought 9 acres
- in November in Smokey Point planning area,
in vicinity of proposed UW North Sound campus
site.
- Stillaguamish Water Filtration Plant a 6.2
million facility near Arlington Airport.
Dedicated in April 2007, the plant will provide
reliable drinking water to north-end Marysville
customers.

- Annexed 687-acre Smokey Point gap area, Citys
commercial/light industrial employment center,
with potential to create 10,000 new
family-supporting jobs.

Plan, with input from residents as to how the

- Completed Healthy Communities Project Action Plan
to combat obesity and related chronic diseases.
Three priority areas
- Make Marysville an urban community that is built
more conducive for walking and bicycling. - Promote healthier eating more fruit and
vegetable consumption through community gardens,
food bank, school lunch program participation. - Provide more access to low-cost and free
recreational opportunities in our City parks
system, and community in general.

- Marysville Healthy Communities Project honored
with the Community Collaboration Award by
Snohomish County Health and Human Services.

- Military Family-Friendly Employment Partnership
Initiative We strongly support the Marysville
Tulalip Chambers initiative message to provide a
level playing field for military spouses when
businesses hire new employees.

- Park improvements at Jennings Memorial Park
Marysville Noon Rotary Club and Belmark Homes
donated park furnishings, installation of several
pergolas, arbors, park benches and pavement
treatments to create Jennings Park Plaza. - At Ebey Waterfront Park, Marysville Soroptimists
donated a public art sculpture of a boy with a
sailboat.

- Adopted 150.6 million balanced City Budget for
2008. - 33.4 million General Fund for basic services.
- Seven new positions.
- 29.7 million for roads, utilities and parks
infrastructure.
- 2008 spending plan estimates a 21 rise in sales
tax, increasing from 7.5 million to 9.1
million, largely based on openings of major
retail stores, as well as residential and
commercial construction activity.

historic accord Broad government to
government alliance agreement declares our
mutual respect and status as equal governments,
while formally acknowledging levels of
cooperation and collaboration.

- The process of a master plan redevelopment that
infuse new life into downtown and the waterfront. - City Council approved 200,000 contract with
urban design consultant Makers Inc. - City leaders are working diligently to entice
private and public sector investment. - Redevelopment could transform Marysville
cityscape with a more park-like,
pedestrian-friendly feel, blending high-rise
housing with new retail and office space. - Also, Marysville received 75,000 state planning
grant to address infrastructure as part of master
planning. - Citizen and business input will be important.

Smokey Point Master Plan
- Drafting a policy document to guide overall
development of a light commercial/industrial park
in the northeast portion of the City. - The plan will provide guidelines that focus on
development layout, building orientation,
architectural elements, parking needs, open
space, landscaping and signage, etc. - The plan also incorporates restoration and
enhancement alternatives for Edgecomb Creek, a
street network plan, and conceptual storm water
system. Discussions with landowners underway.

- State Avenue widening project 136th to 152nd
Missing link project that will widen State
Ave/Smokey Point Blvd. from 2 to 5 lanes. - 850,000 committed to asphalt overlay program
that will continue to add more life to aging
roads. - SR 528 signalization and improvements from 47th
to 67th will be ongoing, with completion possible
as early as spring. - Full traffic signal at Grove Street and Alder
Avenue to replace intersections flashing beacon,
where Public Safety Bldg. and Fire Station 61 are
located.

My goal will be to continue building lasting
relationships and fostering a collaborative
atmosphere as the means toward creating a
prosperous community that we can all be proud of
at the end of the day.
