Background (1) The objectives of the MTR
  • Share lessons learned at country level in the
    implementation of nutrition programmes
  • Identify achievements and constrains in the
    implementation of the forums recommendations.
  • Develop a one-year action plan for the
    implementation of the Sao Vicente
    recommendations.
  • Agree on an action plan for the implementation of
    the ECOWAS Nutrition SP (Assess Progress)
  • Share WAHO, and partners programs.

Background (2) Terms of Reference of the MTR
  • Review the implementation of the forums
    recommendations according to the actions plans
    developed by countries
  • Deal with communication aspects between WAHO and
    the nutrition FP on the one hand and the WAHO
    liaison officers on the other hand
  • Identify through the NFP and others stakeholders
    in order to recognize their efforts and
    commitment in the implementation of the Forum
    recommendations and the reporting
  • Discuss key urgent and burning food and
    nutrition-related issues
  • Share the new nutrition and food tools developed
    at the national, regional, and international
    levels.
  • Duration for the mid term review is three days.

Background (3) MTR I
  • Achievements
  • The twelve countries present reviewed the
    implementation of the Cotonou Forum
    recommendations. The review came to the following
    conclusions
  • No country has developed an action plan for the
    of the implementation of the recommendations
  • National nutrition networks Access to the NICTs
    remains a problem for most countries. Indeed,
    except the Gambia and Nigeria, the other
    countries face problems connecting to the
    internet from their offices, either for want of a
    computer or inadequate or outdated computers, or
    for lack of a telephone line.

  • Obstacles to the implementation of the forum
    recommendations
  • The inexistence of action plans in the forum
    member countries
  • The lack of financial resources
  • The lack of continuity due to administrative
    instability in countries.
  • Communication difficulties between WAHO and some
    of the liaison officers.
  • The lack of synergy between partners and
    multisectoral programmes.

Recommendations MTR I
  • Recommendations of the MTR I
  • The ECOWAS nutrition forum, under the
    chairmanship of WAHO, should plan to integrate
    the concept of food security.
  • States must put in place Early Warning Systems
    (EWS) with revised indicators which take into
    account the evolution of the food security
    concept.
  • They must guarantee quality in the collection of
    these indicators.
  • States must ensure an objective dissemination of
    the information from MTRs and early enough to
    allow preventive measures and other important
    decisions to be taken. (Ex Niger food and
    nutrition crisis)

  • Notion of accountability The notion of
    accountability in the ECOWAS Nutrition Forum
    would be applicable at various levels
  • (i) the members of the national nutrition
    networks,
  • (ii) the technical and financial partners
    supporting the implementation of the action plans
    for the implementation of the forums
    recommendations,
  • (iii) WAHO. What the nutrition focal points are
    accountable for in these cases is the action plan
    for the implementation of the forums
    recommendations, National Nutrition Program

Recommendations of the 10th Forum (1)
  • To WAHO
  • Support regional nutrition advocacy activities
    that include obesity and diet related chronic
    diseases.
  • Support behavior change and communication
    strategies that promote appropriate diets and
    adequate physical activity.
  • Establish partnership with the ECOWAS department
    of Agriculture for increasing linkages between
    health and agricultural policies.
  • Strengthen linkages with the UN system through
    the Standing Committee on Nutrition (SCN).

  • To Countries
  • Create awareness and strengthen institutional
    capacity and inter sectoral collaboration and
    leadership at national, and community levels to
    address the double burden of malnutrition.
  • Include data on obesity, diabetes and other diet
    related non communicable diseases in DHS.
  • Give priority to interventions which target the
    window of opportunity (Pre-conception to 24mo) .
  • Develop and implement institutional cross-cutting
    policies and actions which address the double
    burden of malnutrition.
  • To urge communities and schools, including
    pre-schools, to be nutrition and physical
    activity-friendly, in order to promote health and
    well being throughout life.
  • Promote Production, Processing, preservation and
    consumption of local foods, for safe and balanced
    diets at all season and promote food
    fortification and micronutrient supplementation
    when and where needed.
  • To adapt and integrate the new WHO Child Growth
    Charts into maternal and child health services.

  • To Partners
  • Identify areas of future support and
    collaboration that are particularly important
  • Development of school-based initiatives that
    promote sustainable use of locally available
    foods.
  • Develop urban nutrition strategies to deal with
    the growing concerns of the urban poor in ECOWAS
    countries.
  • Support the inclusion of food and nutrition
    indicators into early warning systems and
    surveillance systems and the adoption of the new
    WHO child growth charts.
  • Link the IT efforts of ECOWAS/WAHO with the
    relevant initiatives of other partners.
  • UN agencies to take advantage of Nutrition Forum
    to revive regional inter-agency coordination
