IMPORTANT NOTES
  • This is how we anticipate using the Item 21
attachment data in a reporting format
  • There may be additional slides that we include as
applicable trends and conclusions are uncovered
as we codify and analyze the data
  • In all cases, we will present only aggregate data
and not identify specific school districts
  • State reports are very malleable and based on
your states wishes they can include or exclude
any data that can be obtained through Form 471s,
Item 21 attachments and our follow-up contacts
  • Comments in orange boxes are provided to help
guide the reader and will not be included in the
    report

Reporting OverviewProcess
Below are the steps that we have taken with the
Item 21 attachment data from your states school
districts
Item 21 Analysis Process
  1. Collect and organize the Item 21s as they are
    sent to us
  2. Input every line item into a protected database
  3. Categorize each line item into ESH specific
    subcategories and service/product types and
    highlight those that are unclear/ambiguous
  4. Check that all Item 21 attachments have been
received, based on submitted Form 471 Application
    numbers
  5. Clarify unclear/ambiguous line items by emailing
and/or calling school district contacts so that
we can code the information as accurately as
    possible
  6. Analyze and report on the cleanest possible
    version of the data
