Introduction
  • Purpose of this Request for Information (RFI)
    Define minimum technical and functional
    requirements for the Arizona Broadband
    Communications Network Obtain adequate
    budgetary estimates to evaluate and determine the
    need of infrastructure and service development
    for future consideration. The cost estimates
    are only to determine the feasibility of a future
    project. Information provided will be provided
    to the Arizona State Procurement Office (SPO)
    with the intent that such information will
    bolster the SPOs understanding of rural
    Arizonas telecommunications needs as they
    prepare the request for proposals for the next
    generation of multi-year statewide carrier
    services contracts.

Scope
  • Requesters anticipate the creation of the
    Arizonas Broadband Communications (ABC) Network
  • consist of approximately 250 points of service
    around the state called Aggregated Network Access
    Points or ANAPs
  • ANAP is a community network aggregation point for
    State network users in a given area
  • ANAPS are targeted for all Arizona Communities of
    population 500 or more
  • Responders are requested to specify how their
    existing service structure and planned
    improvements will support the communications
    requirements of the ABC Network
  • This RFI seeks at least regional Prime
    Contractors
  • as defined in Arizona Department of Commerces
    Economic Development Region divisions
  • who will create mutually beneficial
    public/private partnerships
  • with the State as "anchor tenant" for increased
    communications performance and the extension of
    advanced technologies throughout Arizona
  • Regions may be consolidated into larger areas
  • State all public entities in Arizona are
    eligible to participate

Goals
  • Identify options for the State Procurement Office
    to craft RFP for statwide telecommunication needs
  • Identify possible solutions to statewide
    Telecommunication infrastructure needs
  • Aggregate communications purchasing to maximize
    the value of the State's communications
    investment
  • Define public/private partnerships to enhance
    communication capabilities throughout the state
  • Identify how to provide ANAPs to most communities
    in the state
  • Create a communications service system in which
    the physical network may or may not be state
    owned
  • Align and aggregate all government purchases of
    communications services to receive the highest
    bandwidth and most advanced technology access for
    the available funds
  • Leverage aggregate communications spending to
    assist vendor provision of services in Arizona
    communities
  • To provide a secure, reliable, scaleable
    communications environment for the delivery of
    e-services

Guiding Principles
  • Respondents to describe various levels of
    partnering requirements to optimize
  • Identify technology and appropriate costs to
    connect 13 outlying county seats and the 21
    tribal government headquarter communities with
    each other and with Phoenix and Tucson
  • Identify technology and estimated costs for a
    minimum of 45 Mbps to areas of 500 pop.
  • Identify technology appropriate to provide a
    minimum of 10 Mbps to any customer
  • Existing infrastructure to be use in overall
    build-out plan
  • With State as an anchor tenant, identify
    technologies and estimated costs to provide
    broadband connection (minimum 1 Mbps) to
    non-government customers
  • Identify funding scenarios to help mitigate
    build-out costs
  • Connectivity must be of sufficient quality for
    voice and data applications
  • Identify various length of contract term vs. rate
    scenarios
  • Base cost estimates on Commerce Dept. statewide
    division into 11 regions.
  • Statewide aggregation is not a requirement
  • Partnerships between providers are encouraged
  • Eventual contracts may be with single entities
    for Regional contracts
  • A Statewide contract may be considered if in best
    interest of State
