introduced to all Federal Top and Middle level
managers by Eng. Sioum Gebeyehu. Supported by the
Ministry of Capacity Building, Civil Service
reform Program, Top Management Systems
Sub-program Financed by UNDP The World Bank

- principles, processes ICT tools and
techniques were introduced to more than 500
planning experts of All Federal organizations and
some Regional and Private sectors through
On-the-Job Training.

- Pilot implementation was run in 20 institutions
under five priority Ministries.
- A survey was conducted to check on the feed
back
- Procedures were updated following the analysis of
survey results.
18Results In Civil Service Organizations
- The government required organizations to develop
strategic plans and touse IPMS process in the
planning which shows the leadership Commitment.
- More than 2000 local experts were familiarized
with the IPMS system.
- Two Ministries, Ministry of Education Ministry
of Federal Affairs are currently implementing the
system.

- Training time and cost of employees to deliver
training.
- Very high cost of Application development
- Resistance of the civil servants to change of old
way of doing things.
- Breaking communication barriers existed in the
old system.
- Uncommitted managers and leaders at all levels
- The bureaucracy
20IPMS implementation Lessons learned
- Political commitment to implement
- effective management system is a critical
factor
- for success.
- Implementation is not simple, involves
- Mechanical and Human Process and takes up
to
- three or more years to change the planning
and
- management system of an organization
where
- there is a political commitment.
21IPMS implementation Lessons learned
- Insisting in to conduct BPR aspect of the
implementation before implementation will lead to
success
- Continuous improvement(CI) is an integral part of
implementation process.
- Various courses need to be developed to ease the
resistance to change.
