An overview of how Norfolks Colleges and
Universities partners with the citys CERT
program for emergency situations.
2- Norfolk CERT Emergency Management Goals
- Provide students and staff with practical
training along with accurate and timely
information regarding Emergency Planning.
- Demonstrate the linkage between effective
Emergency Management planning/learning. - Motivate students and staff to review existing
Emergency Operations Plans to be consistent with
best practices.
3Norfolks CERT Partnership Objectives for the
citys Colleges and Universities
- Recognize emergency planning for campuses is
community-based and ongoing.
- Identify potential CERT members or campus
planning teams.
- Identify types of hazards that present the
highest risk for Norfolk and campuses and their
potential damage (risk assessment).

- Develop or revise a campus all-hazard emergency
operations plan (EOP)
- Develop and implement a strategy for training
and testing the plan.
- Revise the EOP based on lessons learned from
exercises and/or actual emergencies
5Norfolks College/University CERT program will
compliment the four phases of emergence
management and takes an all-hazard approach
to disaster planning and recovery.
6What is University/College CERT?
Students and staff are trained to take care of
themselves after an emergence when first
responders are not available.
CERT members DO NOT replace first responders
capabilities but serve as an important supplement
to them.
7The College/University CERT program is targeted
at student and staff response in advance of the
Public Safety professionals arrival on the
disaster site.
Students learn skills needed to respond within
their school and community in the aftermath of a
disaster (or scene of school violence) when
emergency responders are not immediately
available.

9College/University students and staff will
receive training through the CERT program to
become Norfolk ambassadors in the ReadyVirginia
program.

10The goal of the College/University CERT is to
have students and staff assist in ensuring that
everyone has an emergency supply kit that will
last 3-7 days.
11The goal is to encourage every student and staff
member to develop and emergency plan and exercise
that plan yearly.
12The goal Norfolks College/University CERT is to
make sure every student and staff member has a
plan to stay informed and that they, their family
members, and friends are ready to take proper
actions if local officials or campus public
safety recommend action.
13By CERT members staying Informed they can help
the emergency management officials greatly in
areas such as evacuation, special needs
population identifications, special
transportation needs, notifications and a variety
of other areas.
14Students should be familiar with their residence
hall evacuation procedures as well as the
evacuation procedures for their classrooms in the
event of a fire drill, or other emergency
situations that dictate all students evacuating a
building.
15Norfolk is very excited about working with our
colleges and universities on development of this
student CERT program. The motto of Norfolks
