Recognition is defined as seeing and
acknowledging an employee and his/her value.
In the slides that follow, the contributions of
57 employees who have served HANO for 25 years or
more are seen and acknowledged. For this, we
say Thank You.

Feltus Carter, Facility Maintenance Manager 2
  • Feltus Carter was hired as a Laborer on a Job
    Appointment, not to exceed three months, on
  • 6/7/65 to supplement the subsidence crew.
    The Appointment was extended on 9/7/65 because
  • the work had not been completed. On 9/30/65 the
    Job Appointment was to expire, but
  • the entire project was cancelled due to Hurricane
    Betsy.
  • Mr. Carter was placed on a new Job Appointment
    effective 10/01/65 and reassigned to work in
  • tenant turnover because of the increase
    in activity at the Florida Development to
    renovate units
  • affected by the storm.  On 12/21/65 his job
    appointment was ended and he was given
  • probational status as a Maintenance Repairer 1.
  •  
  • Mr. Carter has occupied, either by Detail or
    Promotion, the following positions  Maintenance
  • Repairer 2, Maintenance Foreman, Facility
    Assistant Maintenance Manager 1, and Facility
  • Maintenance Manager 2.

Lesbia R. Smiley, Administrative Coordinator 4
  • Lesbia Smiley began as a Typist Clerk 2 on an
    Emergency Appointment, not to exceed one
  • (1) month, under Title II of the CETA Program on
    1/15/75.  CETA (Comprehensive
  • Employment Training Act) was a transitional progra
    m that provided employment for no
  • more than six (6) months. The Appointment was
    extended each of the following months
  • until she was placed in a Probational Appointment
    as a Community Activity Worker on
  • 4/12/75. 
  •  
  • Through the years that followed, Mrs. Smiley has
    occupied a variety of titles including
  • Laborer Utility, Typist Clerk 2, Typist Clerk 3,
    Personnel Assistant, Human Resources
  • Assistant, Clerk Chief 1, Human Resources Analyst
    1, Clerk Chief 2 and Administrative
  • Specialist 1. Her title was reallocated to
    Administrative Coordinator 4 effective 1/17/05.
  • Her entire 32 years with HANO have been served in
    the Human Resources Department.
  •

John Doc Gordon, Facility Maintenance Manager 2
  • John Doc Gordon was originally hired on a
    Probational Appointment as a Bricklayer on
  • 3/11/76 at Desire, but was transferred to Central
    Maintenance a short time later. Because
  • there were no budgeted Bricklayer positions at
    Central Maintenance, he requested a
  • demotion to a vacant, budgeted Maintenance
    Repairer 2 position at St. Thomas.
  • He has served, either by Detail or Promotion, as
    a Maintenance Superintendent 1, Facility
  • Maintenance Director 1, Facility Assistant
    Maintenance Manager 1 and Facility Maintenance
  • Manager 2.
  • In 1982, then Executive Director Sidney Cates
    commended Doc for his dedication and
  • sacrifice when he volunteered to work until the
    Hot Line was activated after the agency was
  • shut down (due to extreme weather conditions) and
    employees were sent home.

Ronald Dugar, Information Technology Operations
Manager
  • Ronald Dugar was hired on 11/26/73 on a
    Probational Appointment to the position of
  • Electronic Data Processing Equipment Operator 3.
    He resigned his position on 5/20/77, but
  • returned to HANO on 6/18/79.
  • During his time with HANO, his title has changed
    many times. Sometimes the change was as
  • a result of a Detail or Promotion. Other times,
    the title change reflected the evolving nature
  • of technology. They are Computer Programmer
    Analyst 1 2, Information Systems
  • Applications Programmer 1 2, Information Systems
    Operations Manager and Information
  • Technology Operations Manager.

Elizabeth Barbain, Maintenance Repairer 1
  • Elizabeth Barbain was hired on a Probational
    Appointment as a Laborer
  • on 3/5/79. She was placed on Detail to the
    Maintenance Repairer 1
  • position to replace the previous incumbent on
    5/27/80. The Detail was
  • extended on 11/27/80. While on Detail, she
    qualified for and was
  • promoted to the position on 5/18/81. Ms. Barbain
    served in that
  • position until the 1999 layoff.
  • As a result of the Bumping process, her
    position was changed to a
  • Laborer. She served in that position until
    1/1/04, when she was again
  • promoted to the position of Maintenance Repairer
    1.

Edith P. Kennedy, Administrative Director 3
  • Edith Kennedy was hired in a Probational
    Appointment in the position H.A.
  • Assistant Project Manager on 7/15/74 at Desire.
    In the years that followed, she
  • moved back-and-forth between Desire and Section
    8. She moved to Tenant
  • Selection as a voluntary demotion on 1/18/90.
    Three years later, the Deputy
  • for Management recommended that she be promoted
    to head the Admissions
  • Department.
  • Although the Admissions Departments activities
    have been suspended post-
  • Katrina, Edith fills in wherever needed in both
    the Management/Operations
  • and Client Services Departments.

Ransom McCormick, Facility Maintenance Manager 2
  • Ransom McCormick was hired on 5/6/75 as an
    Emergency Appointment, not to
  • exceed one (1) month, as a Maintenance Repairman
    2 at Desire under the TPP
  • Program. His services were still needed, so the
    appointment was extended until
  • 7/1/75, when he was given a Probational
    Appointment.
  • His probation was ended on 11/17/75 because he
    was given a Probational
  • Appointment as a Bricklayer, a position he held
    until he requested a voluntary
  • demotion to the Maintenance Repairer 2 position
    at Iberville.
  • He has held, either by Detail or Promotion, the
    following positions Maintenance
  • Supervisor 1, Maintenance Foreman, Facility
    Maintenance Director 1, Facility
  • Assistant Maintenance Manager 1 2 and Facility
    Maintenance Manager 2.

ONeal Bryant, Maintenance Repairer 2
  • ONeal Bryant was hired as a Laborer Utility on
    9/30/74 as an Emergency
  • Appointment in Scattered Sites. He was given a
    Probational Appointment to
  • the position on 11/15/74. While serving in that
    position, he qualified for an
  • was promoted to the position Maintenance Repairer
    1 on 12/17/79.
  • Because he performed many of the duties of the
    Maintenance Repairer 2
  • position as a MR 1, he was recommended for
    Detail however, the request
  • for Detail was changed to a recommendation for
    Promotion on 4/17/91.

Ollie Scott, Housing Client Services Coordinator
  • Ollie Scott was hired on a Probational
    Appointment as a Family Service
  • Aide at Desire on 6/3/74 as part of the staff of
    the new Community
  • Services Department at HANO. She was separated
    as part of a layoff on
  • 12/13/85, but was rehired on a Restricted
    Appointment on 7/21/86 at
  • B.W. Cooper. On 9/19/86, she was recalled from
    layoff and returned to
  • Desire.
  • She was Detailed to the Housing Counselor I
    position from 5/4/87 until
  • 6/28/87 and again on 8/5/87 until 12/7/88, when
    she was promoted to the
  • Position. Her title was reallocated effective
    8/29/05.

Leonard Price, Maintenance Foreman
  • Leonard Price was hired on a three (3) month Job
    Appointment as a Laborer Utility
  • on 6/20/73. Because of the heavy workload, the
    appointment was extended for an
  • additional three (3) months on 9/20/73 and again
    on 12/20/73. On 3/20/74, Mr. Price
  • was given a Probational Appointment to the
    position. He was Detailed to the Maintenance
  • Repairer 1position on 12/9/74. The Detail was
    extended on 6/9/75 and again on 9/9/75
  • until 9/19/75.
  • On 3/22/77, he qualified for and was promoted to
    the position of Maintenance Repairer 1.
  • He was promoted to the Maintenance Repairer 2
    position on 11/13/92 and to the
  • Maintenance Foreman position on 1/24/97.

Karen Johnson, Administrative Manager 4
  • Karen Johnson was hired on 1/16/73 as a Typist
    Clerk1on an Emergency Appointment,
  • not to exceed 30 days, because the File/ Record
    Room staff was working shorthanded.
  • Between that date and 8/4/75, she was hired on
    numerous Emergency Appointments
  • either due to employee illness or the need for
    additional help with heavy workloads.
  • On 8/4/75, she was given a Probational
    Appointment as a Community Activity Worker
  • II.
  • On 3/4/76, she qualified for and was promoted to
    the Account Clerk I position. She
  • was promoted to the Account Clerk II position on
    5/9/77. She later qualified for and
  • was promoted to the position Accountant 1 on
    5/18/81, the position Accountant 2
  • (Proprietary Accountant 1/Accounting Technician)
    on 5/1/86, Administrative Specialist 5
  • Position on 9/23/96 and Administrative Manager 4
    position on 2/2/98.

Roy Milton, Maintenance Repairer 2
  • Roy Milton was hired on a Probational Appointment
    as a Maintenance
  • Repairer 1 on 6/7/72. He qualified for and was
    promoted to the
  • position Maintenance Repairer 2 on 9/12/75. He
    received an
  • Associates Degree in Air Conditioning and
    Refrigeration from Delgado
  • Community College in May 1977.
  • Through the years, Mr. Miltons supervisors have
    pointed out that he is
  • an effective communicator, demonstrates good
    leadership skills, makes
  • good decisions and is good at resolving conflicts
    among co-workers.

Arthur Lee, Auditor 3
  • Arthur Lee was hired on a Probational Appointment
    as an Account Clerk
  • 1 on 8/19/74. He was Detailed to the Accountant
    1 position from
  • 4/11/77 until 10/1/77, when he was promoted after
    qualifying for the
  • position. On 4/2/79, he was promoted to the
    Accountant 2 position. He
  • was Detailed again on 9/1/80 to the Fiscal
    Auditor 3 position and
  • promoted to the position on 10/10/80.
  • His title has changed a few times due to
    reallocation Auditor 3, Internal
  • Auditor 2 and back to Auditor 3. He has also
    served as Audit Supervisor,
  • on Detail, following the resignation of the
    incumbent.

  • Blanca Mager was hired on an Emergency

  • Detailed again on 10/2/00 until 11/2/00. On
    11/3/00, her title was reallocated to
  • Human Resources Analyst 1 and on 3/5/02, her
    title was reallocated to Human
  • Resources Analyst 2.

  • Jesse Conrad was hired in a Laborer position on
    as a Student Summer employee from
  • 6/2/71 to 9/1/71. He returned the next Summer on
    6/20/72 as a Laborer Utility. He
  • resigned to return to school on 8/25/72. He
    returned on 3/19/73 as a Laborer Utility on
  • an Emergency Appointment, but it was changed to a
    Job Appointment on 4/19/73. On
  • 6/20/73, he was given a Probational Appointment.
  • Mr. Conrad has held, either by Detail or
    Promotion, the following positions
  • Maintenance Repairer 1 2, Maintenance
    Superintendent 1 2, Facility Maintenance
  • Director 1, 2 3, Facility Assistant Maintenance
    Manager 1, Facility Maintenance

Manager 1
  • Alvin Johnson was hired as a Laborer on a three

  • 1/22/72. He resigned on 4/7/72, but was rehired
    as a Laborer Utility on 5/11/72

    Equipment Operator 1
  • position on 5/29/71 and promoted into the

  • Mr. Zeno was Detailed to the Equipment Operator 2
    position on 6/10/74 and
  • promoted to the position. Mr. Zenos Promotion
    was recommended by his
  • supervisor. He did this because of the most
    satisfactory manner in which Mr.
  • Zeno handled the heavy equipment on HANO
    properties throughout the City.

  • Douglas Jilles was hired as a Laborer into a
    Probational
  • Appointment on 11/2/70. He was detailed to the
    Equipment
  • Operator 1 position on 10/3/74 and extended until
    8/2/75. On
  • 9/20/76 he was promoted to the position at the
    recommendation
  • of the Project Manager.
  • On 6/26/87 he was promoted to the Mobile
    Equipment Operator
  • 2 position, which he currently occupies.

Weldon Collette, Facility Maintenance Manager 2
  • Weldon Collette was hired on a six (6) month Job
    Appointment on 10/27/70 as a Maintenance
  • Repairer 2. He was given a Probational
    Appointment to the position on 12/12/70. He was
  • promoted to the Maintenance Foreman 1 position on
    4/15/74 and Detailed to the Maintenance
  • Foreman 2 position on 2/3/75. He was promoted to
    the position on 8/3/75.
  • He qualified for and his position was reallocated
    to Maintenance Superintendent II on 1/8/77
  • based upon the recommendation of his supervisor.
    The title was reallocated to Facility
  • Maintenance Director 11on 1/1/87 and Facility
    Maintenance Manager 2 on 6/29/87.
  • On 12/9/87, Mr. Collette was selected by the
    Deputy for Management as one of eight (8)
  • maintenance employees to work on a special
    assignment called the Ready Crew.

  • Bruce Dixon was hired on a three (3) month Job
    Appointment as a Laborer on
  • 9/22/69. He was recommended for a Probational
    Appointment to the position
  • on 12/22/69 by his supervisor as a result of his
    job performance. He was
  • recommended for a detail to the Maintenance
    Repairer 1 position as a result of
  • his proficiency as a Painter and to give him the
    opportunity to gain experience
  • and qualify for the position on 5/4/71. He was
    promoted to the position on 8/7/71.
  • He qualified for and was promoted to the
    Maintenance Repairer 2 position on
  • 4/4/77.
  • He has held, either by Detail or Promotion, the
    following positions Maintenance
  • Supervisor 1, Maintenance Foreman, Facility
    Assistant Maintenance Manager 1 and
  • Maintenance Superintendent 1.

  • Bertrand Butler was hired as a Laborer on
    11/18/68 on a three (3) month Job Appointment.
  • The Job Appointment was extended until 5/17/69,
    when he was given a Probational
  • Appointment. He qualified for and was promoted
    to the position Maintenance Repairer 1
  • on 12/12/70. He was placed on Detail to the
    Housing Counselor 1 position from 4/15/74
  • until 2/24/75, when he qualified for and was
    promoted to the position. The position was
  • reallocated to Tenant Relations Worker on
    9/27/78.
  • On 8/11/81, he was Detailed to the Maintenance
    Repairer 1 position but on 10/12/81, he
  • qualified for and was promoted to the Maintenance
    Repairer11 position. On 7/18/85 he
  • qualified for and was recommended for promotion
    to the position Project Planner 1. The
  • position was reallocated to Project Planner 2 on
    7/9/97 and again to Housing Inspector 2 on
  • 8/29/05.

Tyrone King, Maintenance Repairer 2
  • Tyrone King was hired as a Laborer on a
    Probational Appointment on 2/2/68. On 5/5/69, he
  • was placed on Detail to the position Maintenance
    Repairer 1and was promoted to the
  • position after several extensions. His name
    appeared at the top of the Promotional
  • Certificate for the Maintenance Repairer 2
    position and on 7/1/73 he was promoted to the
  • position. He requested and was assigned to
    Central Maintenance to work on the Plumbing
  • and Gas Crew on 7/6/76.
  • In 1994, his supervisor made the following
    comments about Mr. King
  • Tyrone King, assigned to CMD, is a very
    dependable employee and he takes pride in his
  • work, seeks and sets additional work tasks, and
    would do whatever it takes to get the job
  • done. Dependable employees like Tyrone King help
    steer this Authority in the right
  • direction and we, as supervisors, should thank
    them more often for their dedication to this
  • Authority.

Manager position
  • Anthony Legeaux was hired as a Laborer on a
    Probational Appointment
  • on 8/2/67. This appointment was ended because he
    was recommended
  • to fill a vacancy for the position Maintenance
    Repairer 1on 8/31/67, which
  • he originally applied for. He qualified for and
    was promoted to the
  • position Maintenance Repairer 2 on 4/18/70. On
    4/15/74, he was
  • promoted to the position Maintenance Foreman 1.
  • He has held the following positions either by
    Detail or Promotion
  • Maintenance Superintendent 1 2, Facility
    Maintenance Director 2 3
  • and Facility Maintenance Manager 3. He has
    worked with the Force
  • Account Program since 1/6/97.

Mc Arthur Samuels, Maintenance Superintendent 1
  • McArthur Samuels was hired on a Probational
    Appointment as a Maintenance
  • Repairer 2 on 6/28/73. A few months later, he
    realized that he did not have
  • the skill or experience levels he needed or
    wanted to have. Therefore, he
  • requested a demotion to the Maintenance Repairer
    1 position to maintain his
  • employment while he learned the needed skills.
  • On 5/12/75, he earned and was promoted to the
    Maintenance Repairer 2
  • position. Mr. Samuels was promoted to the
    position Maintenance Foreman
  • on 8/13/90 and to the Maintenance Superintendent
    1 position on 1/25/01.

Gary Lewis, Painter
  • Gary Lewis was hired on an Emergency Appointment
    not to
  • exceed 30 days as a laborer on 8/6/69. The
    appointment was
  • extended through 4/18/70, when he was given a
    Probational
  • Appointment to the position. He was promoted to
    the
  • Position of Maintenance Repairer 1 on 3/28/77.
  • On 9/4/03, he was promoted to the Painter
    position he
  • currently occupies. Mr. Lewis supervisors have
    repeatedly
  • pointed out his empathy and courtesy with
    residents and co-
  • workers.

Zelda Taylor, Accounting Specialist Supervisor
  • Zelda Taylor was hired on a Probational
    Appointment to the position of
  • Account Clerk 1 on 4/1/81. She qualified for and
    was promoted to the
  • position Account Clerk 2 on 5/18/83. She was
    Detailed on 9/20/93 to
  • the Proprietary Accounting Specialist position to
    help with the conversion
  • of Section 8 files to CCS when the incumbent
    retired. She was promoted
  • to the position on 2/9/94.
  • She was promoted to the Accounting Technician
    position on 10/28/96.
  • Her position was reallocated by Civil Service to
    the Accounting Specialist
  • Supervisor position on 7/22/97.

Alvin West, Facility Maintenance Manager 2
  • Alvin West was hired on a 12 month Job
    Appointment in the Laborer
  • Apprentice Training Program on 6/2/80. At the
    end of that appointment,
  • he was given a Probational Appointment to the
    position. On the
  • recommendation of the Director of Maintenance, he
    was promoted to
  • the Laborer Utility position on 10/21/82 and to
    the Equipment Operator
  • 1 position on 2/14/83.
  • On 10/3/83 he qualified for and was promoted to
    the Maintenance
  • Repairer 1 position. Mr. West has held the
    following positions either by
  • Detail or Promotion Maintenance Repairer 2,
    Facility Assistant Maintenance
  • Manager 1, Maintenance Foreman and Facility
    Maintenance Manager 2.

Terri Henderson, Housing Manager 1
  • Terri Henderson was hired on 7/7/80 as a Typist
    Clerk 2 in a Probational
  • Appointment. She resigned on 7/6/81, but returned
    on 8/18/81. She
  • qualified for and was promoted to the Typist
    Clerk 3 position on 9/1/83
  • upon the recommendation of her supervisor.
  • She was promoted to the position Accounting Clerk
    2 on 10/28/85 and to
  • the position Proprietary Accounting Specialist on
    10/10/88. The position
  • was reallocated to the Accounting Specialist 2
    position by Civil Service on
  • 5/5/97. Her position was moved to the Section 8
    Department and she was
  • Detailed to the H.A. Program Manager 2 position
    on 11/26/01 and promoted on
  • 1/28/02. The position was reallocated to Housing
    Manager 1 effective 8/29/05.

Ronald Stevenson, Maintenance Repairer 2
  • Ronald Stevenson was hired to work on HANOs
    Night Crew
  • on 10/5/81 as a Laborer Utility in a Probational
    Appointment. He
  • was Detailed to the Maintenance Repairer 2
    position on 9/1/84 to
  • serve as Acting Supervisor. The detail was
    extended through 6/9/85,
  • when he was promoted to the position.
  • Mr. Stevenson continued as Supervisor of the
    Night Crew until the
  • service was contracted out a few years ago.
    However, Mr. Stevenson
  • continues to serve HANO by performing a variety
    of administrative, as
  • well as maintenance functions, each day.

Bernarda Zelaya, Housing Manager 1
  • Bernarda Zelaya was hired as a Steno Clerk 2 on a
    Provisional Appointment
  • on 4/5/82 in Tenant Selection. That appointment
    was ended on 4/5/84,
  • when she was given a Probational Appointment to
    the position. She was
  • Detailed to the Clerk 4 position on 6/30/85 and
    continued on Detail until
  • 2/20/86, when she qualified for and was promoted
    to the position.
  • Ms. Zelaya has held the following positions
    either by Promotion or Detail
  • Clerical Supervisor 1, Office Manager 4 5,
    Administrative Services
  • Assistant, Administrative Manager 3. As a result
    of the 1999 layoff, her
  • position was reassigned to the Section 8
    Department as a H.A. Program
  • Manager 2. Her title was reallocated effective
    8/29/05.

Ferdinand Rochon, III, Maintenance Repairer 2
  • Ferdinand Rochon was hired on 4/19/82 as a
    Laborer on a
  • Probational Appointment. He qualified for and
    was promoted to
  • the position of Maintenance Repairer 1 on
    10/29/82. On the
  • recommendation of his supervisor, he was promoted
    to the position
  • of Maintenance Repairer 2 on 5/29/91.
  • Over the years, Mr. Rochons supervisors have
    indicated that he
  • takes his assignments seriously and works toward
    completion of the
  • job works to resolve conflicts between
    co-workers and
  • demonstrates good leadership skills.

  • Michael Mosley was hired on 11/9/81 on a
    probational Appointment as
  • an Accountant 3. On 1/1/87 his title was
    reallocated to Proprietary
  • Accountant 2. He qualified for and was promoted
    to the position
  • Budget Analyst 3 on 10/23/87.
  • He was Detailed to the position Proprietary
    Accountant Officer on
  • 12/3/90. The Detail was extended until 4/30/91,
    when he was
  • promoted to the position. On 4/5/95 the title
    was reallocated to
