Acquisition Executive
  • A prospective COR completes functional and ethics
    training. DIA requires DAU courses
  • COR with a Mission Focus
  • Ethics
  • Training certificates go to the COR Administrator
    for inclusion in COR database
  • A requirement owner nominates a candidate COR for
    a specific requirement (contract) based upon
  • Training Experience
  • Grade (GG-11 or higher)
  • Cognizance of the requirement

Any government employee can serve as a COR

COR Nomination Process
Acquisition Executive
  • A COR Nomination Memorandum is prepared as part
    of the DIA purchase request (PR) process
  • If the nominee is acceptable, the contracting
    officer (CO) formally appoints the nominee by
  • Linking the COR with a contract in Comprizon
  • Preparing and authenticating a COR Nomination
    Letter
  • The newly appointed COR and the CORs supervision
    will then acknowledge the appointment
  • The CO provides the vendor with a copy of the
    nomination letter

The requirements owner selects the COR

Managing Vendor Performance

  • The COR provides the vendor with the technical
    clarifications under the contract
  • The COR DOES NOT have the authority to make
    changes to the terms of the contract that affect
    scope, cost, schedule, or performance under the
    contract
  • The COR DOES provide feedback to the CO on how
    well the vendor achieved the outcomes define in
    the contract (the work statement)
  • The COR acts the authenticating official for
    invoices or other demands for payment
  • The COR is the principle agent for gathering and
    reporting vendor performance under the contract

Only the CO can make changes to a contract!
