Title: Calculating AdultDislocated Worker Performance Outcomes

1
Calculating Adult/Dislocated Worker Performance
Outcomes
2
Calculating Adult/Dislocated Performance Outcomes
  • Measures start at registration (only registrants
    incl.)
  • Measures follow the funding
  • Separate measures for each funding stream
  • Individual served with multiple funding streams
    included in all relevant measures
  • Measures are based on exit (with exception of
Employer Satisfaction and YY Skill Attainment)
  • Consequently, when to exit is a critical decision

3
Adult/Dislocated WorkerEntered Employment Rate
Number Employed in 1st Quarter After Exit
divided by
Number of Exiters
Same as saying exit cohort
? For Adults, exclude those employed at
registration ? ALL Dislocated Workers
included ? Similar measure for Older Youth ?
Wage records are primary data source ?
Supplemental data okay for those not found in
wage records
4
More On The Exclusion For Adults
  • Two kinds of Adults register for WIA
  • Those employed at registration
  • Those NOT employed at registration
  • For the Entered Employment Rate (EER), youre
accountable for those who were NOT employed at
    registration
  • Example 100 Adults in exit cohort 80 not
employed at registration and 20 employed at
    registration.
  • For Entered Employment, youre accountable for
    the 80
  • Theres only one kind of Dislocated Worker
theyre all considered not employed at
registration (so theyre all included in
    calculations)
