WHAT Disaster Risk Reduction Campaign through
Documentary Film
  • Objectives
  • Increase the understanding, knowledge and
    capacity of the general public, especially
    communities in hazard prone areas on disaster
    risk reduction initiatives and measures to reduce
    risks (including preparedness and mitigation),.
  • Disseminate information on access to organization
    and/or institution that could support disaster
    risk reduction inititiaves.
  • Build a culture of safety towards disaster as a
    norm and/or lifestyle in everyday activities.
  • Target audience Public in General (Indonesian
    People) and community in hazard prone areas.

  • What the public need to know about disaster and
    disaster risk reduction.
  • What can be done to reduce disaster risk.
  • Those information could be collected through the
    following sources and/or process
  • Existing film footage from other
    sources/institution.
  • Production of New scenes/footages
  • Interview with resource person(s) and public
    figures, as deemed appropriate.
  • Research on existing publications and regulations
    on DRR.

INFORMATION SUBSTANCE COVERAGE
  • What the public needs to know about disaster and
    disaster risk reduction, which could consists of
    the following information
  • Indonesias archipelago and geographic as known
    as Ring of Fire that has huge potential to
    various natural hazard such us eartquake,
    tsunami, volcano, flood and landslide including
    risks caused by climate change.
  • All aspect and condition in Indonesia such as
    economic, social, culture and demography that
    could raise disaster risk and increase
    vulnerability to disaster.
  • Unsustainable development in Indonesia that does
    not consider disaster risk reduction principles,
    such as the condition of infrastructure (road,
    building, telecommunication network) as well as
    spatial planning that abandoned sustainable
    principles.
  • Disaster impact and risks to human life, that
    could be presented in the form of statistic data,
    both qualitative and quantitative, on damages and
    loss that are caused by disaster and the impact
    to human life

INFORMATION SUBSTANCE COVERAGE
  • What can be done to reduce disaster risk, which
    could consist the following information
  • Government of Indonesias commitment and
    initiatives on disaster risk reduction that aim
    to protect Indonesian people from disaster by the
    enactment of Law no 24/2007 on disaster
    management, the formation of BNPB (Badan Nasional
    Penanggulangan Bencana) and a number of BPBDs
    (Badan Penanggulangan Bencana Daerah) National
    Platform Forum National Action Plan on Disaster
    Risk Reduction 2006-2009, etc.
  • Local initiatives and best practices in disaster
    risk reduction initiatives in the following
    level district, sub-district, village,
    community, school and family.
  • Where to find and/or access information on
  • Guidelines and technical assistance on disaster
    risk reduction initiatives such us mitigation and
    preparedness.
  • Organization and/or institution that could
    support disaster risk reduction initiatives.
  • What can be done as individuals to contribute in
    developing a culture of safety as a norm and/or
    lifestyle in the communities.

SCOPE OF WORK
  • Conduct consultations with SC DRR Project Team,
    Bappenas and BNPB on the development of ideas
    that is in compliance with the prevailing laws
    and regulations.
  • Provide strategic analysis and advisory services
    on communication concepts incorporating the
    following themes on public information through
    the research and field visit if necessary
  • What public need to know about disaster and
    disaster risk reduction.
  • What can be done to reduce disaster risk.
  • Arrange the permit to obtain and use existing
    footage from other institutions.
  • Develop a documentary film (7-10 minutes
    duration) targeted to the public, especially
    community who live in hazard prone areas in
    Indonesia.
  • Submit at least 2 initial storyboards and
    scripts.
  • Use and engage public figures and talents deemed
    effective to attract/interest the target group.
  • Develop 1000 copies of DVD with the packaging
    cover.
  • Develop a recommendation on the TV Placement
    (what time and what program).
  • Present strategic plan for the distribution of
    the DVDs in an affective and attractive
    communication strategy.
  • Submit monthly report on the progress of
    activities. Final report to be submitted by the
    end of contract/activity.

OUTPUT DELIVERABLES
  • A 7-10 minutes film documentary with the designed
    specification (see specification on the TOR).
  • 1000 copies of DVD with the packaging cover.
  • A recommendation on the TV Placement (what time
    and what program) and
  • Strategic plan for the distribution of the DVDs

Technical Specification of the Film/Video
  • A documentary film (BAHASA INDONESIA and ENGLISH
    with English Subtittles) in the form of
  • A 169 film format.
  • 1 X Digital Betacam PAL Master
  • 1 X Digital Betacam NTSC Master
  • 1 X BetaSP PAL Master
  • 1 X DVD Master PAL
  • 1 X DVD Master -- NTSC
  • ONE each of Computer generated video files with
    varying specifications
  • Windows Media Player
  • Quicktime
  • Realplayer
  • DivX.
  • Both as standalone files and for streaming on the
    internet (exact specifications to be provided
    later)
  • Provided on DVD.
  • One Full Time-coded Script
  • One Edit Decision List (from Avid or FCP) which
    refers properly to Source Tapes
  • Original Source Tapes, properly labeled and
    indexed, together with Index
  • Original Footage Logs/Transcriptions
  • One Legal Binder containing legal release forms

The Documentary Film and 1000 Copies of DVD will
be used for the following activities
  • Film Screening on the Launching event in 3 big
    cities simultaneously
  • Talkshow during film screening event and live
    airing via TV and radio station program
    throughout Indonesia.
  • Dissemination through official government website
    (BNPB/BAPPENAS/SC DRR).
  • Dissemination through SC DRR Pilot Project on
    Public Awareness in 7 Provinces as a tool to
    initiate discussion with local beneficiaries.

Project Timeline
  • Overall duration period for the project is 2.5
    months, with the following details
  • Pre-production 2 weeks upon contract signing
  • Production 1 month upon approval of story board
    and production plan.
  • Post Production 1 month upon approval of offline
    and online presentation of the film

Qualification requirement for vendors/bidders
  • Must be a Production House or Integrated
    Communications Company with good reputation and
    track record in Indonesia.
  • Company must consist or able to set up full crew
    team consisting of directors of art, music,
    photography editor, producer, lightning persons,
    camera persons, talent coordinator, production
    manager, runner, makeup artist, and other
    relevant and necessary crew.
  • Prior experience working with public sector
    agencies and Government departments, and/or
    working experience with UN organization,
    international, bilateral or multilateral
    organizations would be an asset
  • Must have wide network connections to TV stations
    in order to produce best possible timing and rate
    for TV placement
  • Able to work in pressing and tight time frame to
    produce high quality documentary film and
    screening event and meet designed deadline.
  • Must be proactive, in good communication with
    SCDRR Project, BNPB and Bappenas, and cooperative
    with UNDP terms.
  • Competence in Bahasa Indonesia by team members is
    required. Any non-Bahasa Indonesia speakers must
    have translation support.

Additional Condition
  • The production company must be prepared to adhere
    to strict legal guidelines on clearance of rights
    for all material to be used within the project
    including release forms for all persons appearing
    in the video, location usage, footage usage,
    music usage, graphics usage and so forth.
  • All underlying material filmed and secured for
    the SCDRR shall become the property of the SCDRR
    with full rights vested to exploit such footage
    for any usage it sees fit. This may include
    usage of such materials in a future public
    archive and distribution of such materials free
    of charge to media organizations through various
    media platforms.
  • Any material not originally produced by the
    production company must be properly cleared for
    all media usage, world wide, in perpetuity and
    such rights granted to the SCDRR.
  • The production company will not retain any right
    to make use of any information or materials
    produced for the SCDRR except with the express
    written authorization from the SCDRR on a
    case-by-case basis.
  • The production company must be willing to sign a
    comprehensive non-disclosure agreement with
    regard to any and all involvement with the SCDRR
    and will be required to demand the same of all
    employees and freelance staff involved on the
    project.
  • All production companies contracted to work with
    the SCDRR must sign a code of integrity
    committing the company to maintain a code of
    conduct with regard to business practices.
