BACKGROUND INFORMATION
  • Kyambogo University (KYU) is Ugandas third
    public University established. It was Constituted
    after the merger of
  • Uganda Polytechnic Kyambogo(UPK),
  • Institute of Teacher Education, Kyambogo (ITEK)
  • Uganda National Institute of Special Education
    (UNISE)

  • The University was built on the original
    objectives of the three former institutions
    being
  • to promote teacher education
  • special needs education and rehabilitation
  • technical and vocational education

  • All the programmes at the University are
    coordinated in six distinct faculties.
  • Arts,
  • Education,
  • Engineering,
  • Science,
  • Vocational Studies,
  • Special Needs Education and Rehabilitation.

  • The current student enrollment is between 10000
    and 15000
  • About 350 are in the Computer science department.
  • The University has a total staffing of about 400
    in all the Faculties

Department of computer science
  • Is the major department offering ICT programmes
    and training at Kyambogo University.
  • One degree programme at the moment(Bachelor of
    Information technology and computing),
  • Yearly enrollment of about 80 students.

  • Also offers a diploma and certificate in computer
    science
  • 40 students at diploma level each year
  • 40 students at certificate.
  • A total of 350 students in the Department.
  • The department also offers Cisco networking and
    Basic computer skill to all the University
    Community

Staff
  • Staffing is still a problem.
  • It has fifteen academic members of staff
  • Six technical staff that handle user support and
    maintenance of computer laboratories at the
    university.

Human Resource and the ICT Policy
  • Kyambogo University has an ICT policy.
  • Any ICT related function is executed in line with
    this policy.
  • Provides for the development and implementation
    of a consistent set of training programs with
    different levels for different categories of
    (potential) ICT users and provider of ICT
    knowledge.
  • Provides End-user skills development that
    enforces awareness, general knowledge and
    specific skills related to the use of ICT.

  • Appointment into an academic position, will
    require to demonstrate the prescribed level of
    competence in ICT
  • Or Staff already in service will be required to
    acquire the prescribed competence.
  • In addition, all academic staff shall be required
    to demonstrate the prescribed level of competence
    in content development of e-learning within the
    Digital Learning Environment (DLE).
  • And all new staff shall undergo training in
    education technology techniques with emphasis on
    E-learning.

Human resource development
  • Kyambogo University has a Staff development
    committee to handle
  • all staff training at the University.
  • It decides and allocates the funds set aside for
    capacity development.
  • Priority is given to those who are upgrading for
    higher degrees.

  • 50 of the staff in the department of computer
    Science have already benefited from this scheme
    in pursuing Masters Programmes.
  • These funds are generated Internally by the
    University while some are from the Government

ICT Education Enhancement projects
  • There various projects which have enhanced the
    University in ICT education and capacity building
    for all skill levels. These are
  • Connect-ED
  • IICD
  • NPT Project

Connect-ED (Connectivity for Educator
Development)
  • The Government of USA - funded the Connect-Ed
    Project under the Education for Development of
    Democracy Initiative (EDDI) programme.
  • focuses on introduction of ICT in teacher
    training.
  • Connect-ED equipped Kyambogo University with a
    multimedia development and a training laboratory
    as well as eight(8) Primary Training
    Colleges(PTCs), with Internet connectivity in all
    these localities.

  • The eight (8) PTCs are affiliated to Kyambogo
    University which is the centre for this project.
  • Four staff members were trained in various ICT
    skills in order to develop content and maintain
    the content laboratory and connectivity to the
    various college.
  • The same centre has so far trained more than 60
    University staff in the basic computer skills and
    literacy.

IICD (The International Institute for
Communication and Development)
  • This is a non-profit foundation that specializes
    in Information and Communication Technologies
    (ICTs) as a tool for development
  • Kyambogo University is one of the centres for
    this project.
  • About 40 Lecturers of Kyambogo University were
    trained to compile and produce ICT based
    educational materials

  • Using the same laboratories of 40 computers, more
    than 50 staff members of the University have
    trained through this project in basic and
    advanced computer skills.
  • workshops and seminars within this project were
    held to sensitize all parties concerned

NPT Project
  • This project addresses Information and
    Communication Technology (ICT) capacity building
    in the public universities in Uganda, where
    Kyambogo University, is one of the beneficiaries
  • A number of staff in the Department of Computer
    Science have been trained since this project
    started in 2004.

  • Five members of staff are on training at MSc.
    Level in the Nertherlands and Uganda.
  • Also one staff on a PhD programme under the same
    project.
  • In addition, the following training of human
    resource has taken place

  • Training for trainers in International Computer
    Driving license (ICDL) Thirty(30) University
    staff benefited
  • Twelve members of Kyambogo University trained in
    E-learning course.
  • A total of seventy (70) women from staff members
    at Kyambogo University and other women from
    neighbouring NGOs, Secondary Schools, Health
    Centres were trained in basic ICT skills

  • Two(2) members of the technical staff trained in
    the Netherlands in Special ICT Technical Support
    in the area Managing and design of a campus
    computer network.
  • In addition four(4) staff members were also
    trained as Cisco instructors

Summary
  • All categories of academic staff at the
    university are quite insufficient though many of
    the staff have received some further training
    through the staff development scheme and support
    of the projects.
  • Given the dynamics in ICT, employees of all ranks
    should be continuously upgraded through further
    training

  • ICT staff as, to date, are quite marketable in
    various employment sectors. Thus, losing an ICT
    staff to a rival employment sector is quite easy.
    Here, flexibility could be considered in terms
    remuneration.

  • There is no human resource development if there
    are no funds. So the university should
  • promote and improve financial resource generation
    and management systems
  • increase and sustain the financial resource
    generation capacity in the University
  • increase efforts to attract donor support for
    University programme. This will improve on the
    capacity development
