6Why do we need MIAP?
- MIAP services are providing
- a unique identifier for learners based on
- a ten digit number

- On its own the 10 digit number has no use
- The number needs to be verified i.e. it requires
the learners personal details to be attached to

12How to get a Unique Learner Number
- A learner can only obtain a ULN by being enrolled
on a learning course - The learning provider will obtain the ULN for the
learner - This can be done by
- Individual enrolment onto the LRS via the web
portal - Using the batch upload facility onto the LRS
interface - Using web services via your MI system
13Creating a ULN via the web portal
- Log onto the LRS
- Find by Demographics
- Enter five essential fields
- Click on Find Learner
- Receive ULN, or create a ULN or between 2 and 5
possibles
14Batch upload using Key to Success
- This is the system designed for schools to
transfer information securely via the Common
Transfer File (CTF) - Export a file from the MIS system based on the
Unique Pupil Number (UPN) - Upload the file to Key to Success
- The Key to Success site will match the UPN to the
National Pupils Database (NPD) and add the
appropriate ULN - Download the file containing the ULN
linked to the UPN - Incorporate into your MI system
- Upload file into the Diploma
Aggregation Service
15Batch upload using the LRS Interface
- This is aimed at Colleges and Work Based Learning
providers, but may be relevant to schools as a
contingency system - Prepare a CSV or XML batch file
- Validate your file using the Validator Tool
- Upload the file into the LRS interface
- The next day, download the file with the ULNs
and the output file - Incorporate the ULNS into your MI system

- This is aimed at Colleges and Work Based Learning
providers with their own in-house MI systems as
well as MI software providers for sectors - Approximately 5 web services currently available
- Seamless link of MI system into the LRS
- Test server available
- Technical support available
- The future proof solution!
17Whats in it for me?
- Not a lot in the first year, however
- Projects in 08/09 using the ULN include
- The 14-19 Diploma the ULN is required in order
to create a Learner Account in the Diploma
Aggregation Service. ULN will act as a common
identifier - The ILR the ULN is a mandatory field in the ILR
returns for all learners from Sept 2008 - The Skills Accounts Pilot ULN will be used as a
common identifier to join up information obtained
from different sources - The Apprenticeship Matching Service ULN
simplifies the common
application process - The Qualification Credit Framework will use the
ULN to combine components into a single award and
to store components in the learner record - Offender Learning and Skills from September,
inclusion of OLASS module - Education Maintenance Allowance supplementary
identifier for tracking the effectiveness of
funding

- We are asking for the ULN in the ILR for a
number of reasons - To track uptake
- To minimise reporting requirements
on providers - To provide anonymous progression and attainment
reports

- The ULN field is a validation field for 2008/09
- The ULN field must be filled in
- For learner responsive and employer responsive
the field should be completed either with a ULN
or 9999999999 - The number of 9999999999s will be monitored and
support offered - The ULN should not be a barrier to enrolment or
funding
