    and communication technologies
    ARE NOT DIGITAL.

  • - radio, television, telephone, etc.
  • New (DIGITAL) Technologies

    satellite links, etc.

  • Curtain (2004) ICTs are VEHICLES FOR
    COMMUNICATION rather than simply a means for
    processing information.

  • The intrinsic value of ICT lies not in its ease
    for communications and information but rather as
    an enabler for growth and development.

  • ICT can be considered as a powerful tool for
    economic growth and poverty eradication ( Annan,
    2003) but there are myriad of factors that can
    jumpstart development

    of the well-being of the entire population and
    the creation of an enabling environment for
    people.

Interface of ICT and Development
  • ICT Projects must not simply be about hooking the
    poor to computer networks or providing access to
    digital technologies, but, they must be at the
    core of the design and in its implementation.

  • Development must be people-centered

WHAT IS ICT4D?
  • ICT4D (Information and Communications
    Technologies for Development) is a program aimed
    at bridging the digital divide and bolstering
    economic development by ensuring equitable access
    to up-to-date information communications
    technologies.

What is Digital Divide
  • The term digital divide means the increasing
    ACCESS GAP between those who have and those who
    do not have
  • access to information and communication
    technologies
  • access to content that benefits them socially and
    economically
  • skills to take advantage of ICT services
  • the ability to pay for digital services
  • Exists within and between countries and has
    different dimensions

  • Narrowing the digital-divide is a priority for
    ICT4D
  • We need to move from digital-divide to digital
    opportunity focus on real development needs,
    with ICTs being a tool (not an end in themselves)

    government agencies and key government officials

  • It can hold different meanings for different
    individuals or groups
  • It would depend on the understanding of what
    constitutes a successful initiative
  • It is usually site-based or localized, hence,
    universal best practice cannot be identified
  • Learn from the experiences of other groups,
    institutions, countries

Central Focus for ICT4D
  • The important consideration in bridging the
    digital divide is a formidable task that requires
    not only leadership but also a major commitment
    of resources as well as concentrating on a few
    key areas where specific IT programs and projects
    could be undertaken and then replicated.

FORMULA FOR SUCCESS
  • While ICT strategies and programs should draw on
    global experience, they will only be successful
    if they adapt that experience to local realities.
    This means
  • giving priority attention to
  • local actors
  • local content,and
  • locally-identified initiatives and priorities

  • Clear mapping based on the identified best
    practices. Do we meet the criteria? (are these
    applicable to Philippines)
  • Benchmarking of ICT4d projects in developed and
    developing countries (learn from their success
    stories)

Identifying ICT4D projects
  • There must be COMMON THRUST or a flagship program
    that would serve as the key determinant in the
    attainment of national development.
  • Identification must be a product of well
    researched undertakings to be initiated by bodies
    like CICT, DOST, LOCAL GOVT, ACADEME, INDUSTRY,
    etc.
  • But then again, are these AGENCIES REALLY TALKING
    TO EACH OTHER?
