• No Government Policy or development projects
• Each ISP built Internet connectivity with own
  ways (gateways)
  
• No interconnection between ISPs is causing
  problem - All traffic through Satellite
  connection, including between ISPs local traffic
  - High delay - Slow Speed - Bad Quality of
  Service
