FEDERAL CORRECTIONAL COMPLEXBUTNER, NORTH
CAROLINA
  • The Federal Correctional Complex (FCC), in
    Butner, North Carolina, consists of the Federal
    Medical Center (FMC), Federal Correctional
    Institution I (FCI I), Federal Correctional
    Institution II (FCI II), Low Security
    Correctional Institution, and the Federal Prison
    Camp. As of April 2008, the Complex has
    approximately 1,401 government and Public Health
    Service positions that supervise almost 4,500
    inmates. To date, all but one department is
    consolidated in the Complex and all institutions
    meet national correctional standards set forth by
    the American Correctional Association (ACA) and
    the medical standards of the Joint Commission
    Association of Hospital Organization (JCAHO).
  • A primary mission of the Complex is to provide
    medical care for inmates in the Bureau of
    Prisons. The Federal Medical Center is the
    Bureaus first newly constructed medical referral
    center since the 1930s. The FMC conducts
    surgeries, both orthopedic and general, kidney
    dialysis, cancer treatment, psychiatric care,
    drug abuse treatment, has a laboratory facility
    processing samples from surrounding Bureau
    facilities in the Mid-Atlantic states, a
    centralized pharmacy unit and a variety of other
    medical services. At any given time, the FMC has
    more than one hundred oncology patients receiving
    active chemotherapy or radiotherapy. The
    surrounding Butner institutions house inmates
    with a variety of medical needs and are located
    at the Complex to take advantage of the
    specialized medical care available. As a result,
    the Complex has over 320 medical positions.
  • UNICOR factories are located on three compounds
    including the FCI-I, FCI-II and the LSCI.
    Employing and training approximately 475 inmates,
    UNICOR produces military clothing,
    prescription/non-prescription eyewear and filters.

What is UNICOR?
  • UNICOR is the trade name for Federal Prison
    Industries (also referred to as FPI).
  • UNICOR, Federal Prison Industries is a
    self-sustaining, self-funded corporation
    established in 1934 by executive order to create
    a voluntary real-world work program to train
    federal inmates.
  • UNICOR benefits society in many ways. Inmates
    who work in UNICOR are 24 less likely to
    recidivate (return to criminal activity) upon
    their release than similar inmates without UNICOR
    experience (40). Inmates in UNICOR are also 14
    more likely to find and maintain employment after
    their release.
  • By law, UNICOR must operate in a self-sustaining
    manner, meaning it receives no appropriated funds
    from Congress. All of UNICORs costs and
    expenses are funded by the revenues it generates.
    UNICOR provides a variety of products and
    services from seven business groups
    electronics, textiles, fleet management,
    services, recycling, industrial products and
    office furniture.
  • In fiscal year 2007, UNICOR employed over 23,000
    inmates and had net sales of over 800 million.
  • To compete effectively in a shrinking Government
    marketplace, UNICOR regularly shows its products
    and services in trade shows around the Nation.

CHALLENGES OPPORTUNITIES
  • Challenges
  • The UNICOR factory workforce typically hires
    untrained workers with little or no previous work
    experience and must develop its workers skills
    from the ground up
  • Factories experience unique challenges with
    additional security requirements that are not
    usually found in the private sector such as
    tool security, area searches, institution
    appointments for inmate programs, shut downs due
    to security concerns such as fog, emergencies,
    etc.
  • Factory Staff have the unique challenge of
    serving as Correctional Workers in addition to
    their normal positions. Staff at times are
    called away to respond to institutional
    emergencies and act in the same capacity as a
    Correctional Officer.
  • Opportunities
  • Inmates receive marketable skills to prepare for
    re-entry into society
  • Inmate workers are motivated to obtain their GED
    if they do not already have one. Workers can not
    be promoted beyond a pay grade 4 unless they have
    a GED or HS Diploma
  • Inmates are paid based on work performance and
    other factors. This pay is used to pay court
    mandated fines, higher education and other
    expenses
  • Inmate workers must apply and compete for a
    limited number of positions in the factory
  • Inmate workers must prove that they are an asset
    to the UNICOR operation by demonstrating ability,
    responsibility, initiative and positive attitude
    in order to maintain employment with UNICOR

    a wide assortment of products from variety of
    materials. Product lines include Custom
    Drapery, Law Enforcement, Bed Linens, Towels,
    Gloves, Clothing, Mattresses, and Textile Repair
    Services.
