Informal Policing Work

• An Overview of the work of SJGP in respect to
  Informal Policing Work in Ogun State Nigeria
  
• Presently a 12 month IPS Plan of work has been
  developed with Ogun State Officials (an outline
  is presented here)

Process of Engagement

• Initial work - Prepare a draft Capacity
  Assessment Questionnaire for the assessment of
  existing IPS Know the number an present
  capacity of beneficiaries
• Interface with the Community Policing Scheme
  which is running in Parallel in the State with
  support from SJGP specifically the Vigilant
  Support Officers (VSOs) and Community Police
  Development Officers CPDs Linkage with NPF is
  essential

• Strengthen Interface Communications and
  Interactions with the Office of the Governor,
  Security Adviser to the Governor, Director (FA),
  Bureau of Political Affairs and Secretary to the
  State Government To develop confidence and the
  required supporting legislation for IPS Groups to
  operate.
• Follow-up with Commissioner of Police Relate with
  the assigned officer (CPD) Contacts with the
  Traditional Rulers / and Institutions. Public
  acceptance is essential for Groups to work
  effectively and within the Law.

• Liaison with Political Parties, Local Government
  Tier of Government and Religious Groups.
  
• All Registered Political Parties LGA Chairmen
  Christian Association of Nigeria, Pentecostal
  Fellowship of Nigeria (RCCG as focal point?)
  Ahmadiya Ansarudeen NAFSAT Re-Approach the IPS
  Group with resource packs
• Meeting with the State Director, NOA - for
  dissemination Strategy. Create Public Awareness

• Conduct the capacity assessment of the IPS
  Braintorming Session on possible options for a
  Superintending / Coordination / Regulatory Body
  
• Hold IPS Information Workshop as part of the
  Development of Draft Legislation
  
• Provide initial equipment for some registered
  groups Motive groups to register
  
• Commence Data base Compilation for IPS Groups and
  VSOs
  
• Complete as far as possible Data Base
  Compilation on known IPS groups (this in an
  ongoing process)
  
• Encourage IPS Groups to secure Office
  Accommodation as a point of contact with the
  Public

• Follow up meeting with State Government MOU
  Signing Ceremony Liaise with State House of
  Assembly
  
• Progress Review Session on Superintending /
  Coordination / Regulatory Body (Possibly a
  Board!)
  
• IPS Commitment to Review their Constitutions and
  rules and regulations ( In response to Training
  and Legislation)
  
• Encourage IPS Meetings with Vigilante Support
  Officers
  
• Nominations for the IPS Board completed
  Development of Accurate Local Database system
  Inform IPS groups of commitment, training, Board
  
• Finalise checks of IPS groups

• Conclude Nominations for and Inaugurate the IPS
  Board hold inaugural meeting
  
• Maintain contact with Governors office and State
  House of Assembly Strategic Plan Development
  Meeting of VSO and IPS leaders for sustainability
  of the Regulated IPS Groups
• Development of Local Initiatives through the IPS
  Groups
  
• Registration details of IPS groups to be entered
  on to Local Consultant data base
  
• Assessment of equipment required for IPS groups
