    SUPPORTING AND MAXIMUM 6 OPPOSING
  • PRACTICE
  • WE AIM FOR CONSENSUS

19
EUROPEAN COMMON PROPOSALS, ECPs
  • For WTDC-06 and PP-06, CEPT will produce
    European Common Proposals, ECPs
  • ECPs generally must have at least 10 countries
supporting and no more than 6 opposing (in
practice the aim is for consensus)
  • The ECPs and a comprehensive brief are the key
synthesis of the CEPT preparatory processes
  • Several subjects for potential ECPs have been
    identified for PP-06

20
ABOUT CANDIDATURES/ELECTED OFFICIALS
  • THE CEPT PROCESS
  • AND
  • THE RESULT OF THE CEPT PROCESS

21
CEPT CANDIDATES FOR POSTS
  • The European process
  • Determine (single) position of interest/priority
    for Europe
  • Invite CEPT candidatures
  • Select preferred candidate (voting within CEPT)
  • Endeavour to address coordination of Council and
    RRB candidatures
  • (Council)
  • (RRB)
  • NONE OF THE ABOVE IS VERY EASY OR VERY
    SUCCESSFUL

22
THE CEPT PROCESS YIELDED

  • RE-ELECTION OF THE DIRECTOR OF BR
  • THE PROCESS YIELDED THE FOLLOWING SUCCESSFUL
    CANDIDATES
  • For Secretary-General
  • Mr Matthias Kurth, Germany
  • For Director of BR
  • Mr Valery Timofeev, Russian Federation
  • (There are other candidates from Europe, but
these are not resulting from the CEPT process.)

23
SOME SPECIAL INFORMATION ISSUES
24
COUNCIL PRECEEDING PP-06, POSSIBLY
  • A 3 WEEKS DURATION OF PP MEANS EARLY ELECTIONS
    AND PROCEDURES WILL BECOME IMPORTANT.
  • A MEETING OF COUNCIL FOR 3-4 DAYS BEFORE PP-06 TO
ELABORATE AND AGREE PROCEDURES AND SCHEDULES MAY
    BE A GOOD IDEA.
  • THIS IDEA SEEMS TO HAVE GROWING SUPPORT.

25
THE ITU COUNCIL AND ITS PE/(STAFF) COMMITTEE
  • THE NEED TO UPHOLD A PERMANENT COMMITTEE FOR
STAFF MATTERS IN THE ITU COUNCIL HAS BEEN
    QUESTIONED IN CEPT
  • APT COUNTRIES ON THE COUNCIL MAY WANT TO REFLECT
    ON THIS

26
RRB ITS SIZE
  • SOME MEMBER STATES ARE NOT COMFORTABLE (FOR
VARIOUS REASONS) WITH THE SIZE OF RRB
  • IN CEPT THERE IS AN INTEREST IN KNOWING IF
  • APT HAS ANY PLANS REGARDING ADDRESSING A
POSSIBLE REDUCTION OF THE NUMBER OF RRB MEMBERS
  • (THIS WAS A LENGTHY ISSUE AT PP-98 AND PP-02)
  • (THERE ARE NO PLANS WITHIN CEPT TO ELABORATE A
    PROPOSAL TO THIS EFFECT)

27
ABOUT CEPT IDENTIFIED ISSUESFOR PP-06
  • Potential ECPs
  • (Some issues may not result in ECPs, new issues
    may arise.)

28
PP-06 OVERVIEW OF ISSUES
  • EARLY ELECTIONS AND CREDENTIALS COMMITTEE
    RESULTS
  • NUMBER OF ELECTED OFFICIALS/RELEVANCE OF COCO
  • EARLY TERMINATION OF OFFICES
  • COMPOSITION OF THE ITU COUNCIL
  • FUTURE ROLE OF THE ITU (POST WSIS)
  • FINANCIAL STABILITY
  • ANNOUNCEMENTS OF CONTRIBUTORY UNITS

29
PP-06 OVERVIEW OF ISSUES
  • LINKAGE OF STRATEGIC, FINANCIAL AND OPERATIONAL
    PLANS
  • COST RECOVERY/NON PAYMENT OF INVOICES (SNF)
  • THE TELECOM EVENTS
  • THE ITRS
  • ITU-T RECOMMENDATION A.8
  • OBSERVERS
  • SM AND ASSOCIATES, FINANCIAL CONTRIBUTIONS
  • PP RES 119 (RRB WORK METHODS AND EFFICCIENCY)

30
Issue 1 EARLY START OF ELECTIONS
  • PP-06 WILL HAVE A DURATION OF 3 WEEKS
  • TO ENSURE AN EFFICIENT PP EARLY START OF
    ELECTIONS MAY HELP
  • REQUIRES EARLY SUBMISSIONS OF CREDENTIALS
  • AND EARLY COMPLETION OF THE CREDENTIALS
    COMMITTEE
  • THE NEW GR ALLOWS FOR THIS IF THE CONFERENCE SO
    AGREES (2/3 MAJORITY)
  • (INTER REGIONAL COORDINATION IN ADVANCE)
  • (POSSIBLE SESSION OF COUNCIL WEEK BEFORE PP)

31
Issue 2 ELECTED OFFICIALS AND COCO
  • ONLY S-G AND D S-G TO BE ELECTED OFFICIALS
  • THEY TO BE ELECTED ON ONE TICKET/BALLOT
  • NO NEED TO CONTINUE THE COCO
  • DIRECTORS TO BE APPOINTED
  • (BY? SECTOR ASSEMBLIES?, S-G?, COUNCIL?)
  • THIS WILL OF COURSE BE FOR POST 2006 PPs

32
Issue 3 EARLY TERMINATION OF OFFICES
  • THE BASIC INSTRUMENTS SHOULD HAVE PROVISIONS THAT
MEMBERS CAN USE TO TERMINATE A PERIOD OF OFFICE
    EARLIER THAN NORMAL
  • THIS MAY ALSO BE APPLIED IF AN OFFICE HOLDER
DESIRES TO LEAVE BECAUSE OF FOR EXAMPLE PERSONAL
    GROUNDS
  • THIS IS A DIFFICULT ISSUE AND IT MIGHT NOT MATURE
    ENOUGH TO BECOME AN ECP

33
Issue 4 COMPOSITION OF THE ITU COUNCIL
  • OBJECTIVE TO ENSURE THAT MAJOR CONTRIBUTORS HAVE
    A SEAT ON THE COUNCIL
  • (FINANCIAL TRESHOLDS/GROUPINGS OF MSs/ROTATION)
  • THIS IS A DIFFICULT ISSUE
  • SOME PERCEIVE THAT THIS MAY PUT SMALLER MSs WITH
    A DISADVANTAGE
  • THERE ARE DIVERSIFIED VIEWS ON THIS IN CEPT
  • IT IS UNCERTAIN WHETHER THIS ISSUE WILL MATURE
SUFFICIENT TO RESULT IN AN ECP

34
Issue 5 FUTURE ROLE OF THE ITU (WSIS)
  • THE ROLE OF ITU SHOULD BE DISCUSSED AFTER WSIS
  • WTDC-06 WILL LIKELY HAVE IMPORTANT VIEWS ON THIS
  • ITU SHOULD NOT BE THE SOLUTION BUT PART OF THE
SOLUTION TO THE ISSUES THAT WSIS ADDRESSES
  • BURDEN SHARING
  • UNESCO, ICANN, WIPO, WTO WILL ALSO HAVE ROLES
  • THE PRIVATE SECTOR HAS AN IMPORTANT ROLE IN THE
    FOLLOW UP OF WSIS
  • THE CIVIL SOCIETY WILL ALSO LIKELY PLAY A ROLE IN
    THIS AND IN ITU

35
Issue 6 ENSURE FINANCIAL STABILITY
  • THIS IS UNDER DEVELOPMENT, POSSIBLE MEASURES
  • MOVE AWAY FROM PERMANENT CONTRACTS, ITU SHOULD
    COMPLY WITH THE UN POLICY
  • CONTINOUS ASSESSMENT OF THE NEED FOR STAFF IN
    VARIOUS AREAS
  • RESCHEDULE PPS (EARLY) AND COUNCILS (LATE) TO
    REDUCE FORECASTING PERIODS
  • STRENGTHEN FORECASTING METHODS (QUARTERLY)
  • ANNUAL BUDGETS THAT BALANCE WITHOUT DRAWING ON
    THE RESERVE ACCOUNT

36
Issue 7 ANNOUNCEMENT OF CONTRIBUTORY UNIT
  • THE INITIAL ANNOUNCEMENT TO TAKE PLACE MUCH
    EARLIER THAN NORMAL
  • WILL ENABLE AND EARLY DRAFT FINANCIAL PLAN
  • WILL GIVE MSs AMPLE TIME TO CONSIDER FINANCES
  • FINALE ANNOUNCEMENT IN 3rd WEEK, WITH SUFFICIENT
TIME LEFT TO ADJUST ACTIVITIES AND PLANS SHOULD
THERE BE UNEXPECTED CHANGES TO THE TOTAL NUMBER
    OF UNITS

37
Issue 8 LINKAGE OF THE PLANS (RES
72)(STRATEGIC, FINANCIAL AND OPERATIONAL)
  • Ensure that the S-G, the Directors of the three
Bureaux and Conferences and Assemblies make full
use of all the new financial and planning
    mechanisms
  • to provide to conferences and assemblies the
necessary information from the full range of new
financial and planning mechanisms available to
allow a reasonable estimate of the financial
implications of their decisions to be made.

38
Issue 9 COST RECOVERY/NON PAYMENT OF INVOICES
(SNF)
  • CEPT will likely have an ECP addressing changes
to the relevant PP RESs following the recent
decisions by Council as regards SNF (methodology
    etc.)
  • CWG FINREGS and CWG Strategic and Financial plans
    will also address the matter
  • CEPT will return to this after meetings of the
two CWGs and consider to propose an update of
    Resolution 91
  • (We currently study if unpaid invoices related to
retroactive application of Council Decision 482
    can be written off.)

39
Issue 10 THE TELECOM EVENTS
  • The era of the frequent TELECOMs seems to be at
    an end
  • There is a limit to what the market needs
  • There should be only one TELECOM per year
(Global) and it should alternate between the
    different regions
  • More transparency is needed in the establishment
    of the TELECOM Board

40
Issue 11 THE ITRs
  • THIS WILL BE REVISITED AGAIN AFTER WSIS and WTDC
  • PP-06 ENABLE FUTURE PP (2010) TO ABBROGATE THE
    ITRS
  • PP-06 MOVE SOME PROVISIONS TO CS / CV
  • PP-06 MOVE SOME ASPECTS TO ITU-T
    RECOMMENDATIONS
  • PP-06 DO NOT CONVENE A WCIT
  • PP-10 ABBROGATE THE ITRs

41
Issue 12 ITU-T RECOMMENDATION A.8
  • THIS MAY EASILY BECOME A CONTROVERSIAL PP ISSUE
  • TSAG AND COUNCIL WILL REVISIT THIS BEFORE PP
  • THE MAJORITY CEPT VIEW IS THAT THE A.8 WAS
    MODIFIED IN AN APPROPRIATE MANNER
  • THAT THE MODIFICATION SERVES A POSITIVE PURPOSE
  • THAT REC A.8 SHOULD BE RETAINED AS IS

42
Issue 13 OBSERVERS
  • General support for the conclusions of CWG
    Observers
  • SM observers do not represent their sector, but
they are observers in their own capacity
  • A MSs may register more than one individual as
observer at Council. However, only one can be in
the meting room at any time.
  • General support for the conclusions of CWG on
SM/Associates with respect to defraying in the
    cost of ITU

43
Issue 14 SMs AND ASSOCIATEs
  • General support for the conclusions of CWG on
SM/Associates with respect to defraying in the
    cost of ITU

44
Issue 15 PP RES 119 (RRB WORK METHODS AND
EFFICIENCY)
  • CEPT WILL LIKELY HAVE A PROPOSAL TO MODIFY RES
    119
  • MAIN OBJECTIVES
  • REFLECT THE DECISIONS OF WRC-03 ON
  • WORKING METHODS
  • DEVELOPMENTS OF RULES OF PROCEDURE
  • PREPARATIONS OF RULES OF PROCEDURE
  • PURSUANT TO RRBs REPORT TO PP-06 CEPT WILL
ELABORATE THE ABOVE AND POSSIBLY ALSO ADDITIONAL
    PROPOSALS RELATED TO RRB
