The Second APT Preparatory Meeting for

2WTDC-2006, Doha, Qatar
- ITUs 4th WTDC was held from 7 to 15th
March,2006 at the Sheraton Convention center in
Doha, Qatar - Attracted 969 participants
- The Doha Action Plan takes on board several
action lines set out by the WSIS - The Doha Action Plan also sets out regional
initiatives aimed at integrating development
activities into longer-term projects that have
the greatest potential to impact the development
process.
3The Doha Action Plan (WTDC-2006)
- The Doha Action Plan puts forward six programmes
that are intended to act as catalyst in the
development process - Regulatory Reform
- Information and communication infrastructure and
technology development - E-Strategies and ICT Applications
- Economics and financing, including cost and
tariffs - Human capacity building
- Least Developed Countries (LDCs), Small Island
Developing States (SIDS) and Emergency
Telecommunications

- Focus on reinforcing human and institutional
capacity, harmonizing legal and political
frameworks for the advancement of ICT, developing
broadband access and broadcasting networks for
regional interconnectivity and introducing new
digital technologies for radio and television
broadcast.
7Emergency Telecommunications Strategy
- WTDC-06 focused a lot of attention on the
question of emergency communications and adopted
bold measures to prevent and mitigate disasters
and to carry out relief operations effectively.
The focus will be to - Promote technical cooperation and enhance the
capacity of LDCs and SIDS to utlilize tools for
disaster - Identify activities in relevant organizations
related to the use of space-based systems for
disaster prediction, detection and mitigation - promote regional and international cooperation
for sharing information for disaster management - Work with regulators to harmonize regulations
- Engage civil society
- Train people in all aspects of disaster
management
8Universal Access
- The conference adopted a six-point development
strategy formulated in a way to maximize impact
on the ground while integrating the WSIS
outcomes

- Two Cross-cutting activities identified to

- Establishing of some sort of grouping of items
- Suggesting limited number of Committes, Working
Groups and Ad hoc Groups - Proposing less committees and Working Groups in
the Council - Need to agree before on Conference Structure
16Views on Limitation of Committes and Council
Working Groups (REORG Meeting)
- There is a general agreement to support
limitation of number of Committees in PP. - Consensus must be found for the choice of
competent active chairmen more consultation
between Member States will be needed and
geographical balance should also be taken into
account. - Some Countries expressed the need of 2 WG one
on WSIS Implementation and other on Strategic
Plan Other countries expressed the opinion that
the Strategic Plan is already in the competence
of the COM6. This item will be subject to further
discussion at the next meeting.
17Suggestions related to the discipline of speakers
during the PP-06 (REORG Meeting)
- Limitation of the time of intervention if
possible, having one speaker for a common
proposal per region - Discipline in taking the floor
18Views related to the discipline of speakers
during the PP-06 (REORG Meeting)
- Some countries reminded that red light used was
successful in the earlier meetings but the
chairman has to remind the speaker that he has to
conclude. - Precisions have been made one speaker for a
common proposal (and not per region) - Even if small countries have signed a
contribution, this does not exclude their
intervention to support or participate to the
debate, in particular in small committes
meetings. This allows also the chairman to assess
the temperature of the room. - All agreed that non useful interventions have to
be avoided and the chairmanship of the Conference
(Turkey) has been kindly asked to take note.
19 Additional Consultation Meeting before PP-06
(REORG Meeting)

- Further consultation and discussion on this
item are needed in particular during an ITU
Inter-regional organizations meeting in
conformity with Res.112. It was suggested that
such a meeting could be organized among
representatives from the ITU administrative
regions. Issues concerning the organization of
the Conference, the chairmanships, the draft
Strategic Plan and draft Financial Plan could be
addressed. -
- The opinion of the ITU legal adviser, as well
as his opinion or proposals for future
Conferences, is also to be reflected. - Opinion has been also raised to move CS/CV
related to Conference organization into the
General Rules in order to have more flexibilty
for the future. The opinion of the ITU legal
advisor is also to be asked on this issue and to
be put on the website.
