2FOUNDING
- Founded in accordance with the Law on Animal
Health Protection (1991). - Organization of Veterinary Chamber are closely
regulated by the Law on Veterinary Matters
(Official Journal RS, No 91/2005). - In order to protect, develop the competence and
advancement of professional ethic, raising the
level of animal health protection and
professional interests of veterinarians,
Veterinary Chamber was found as professional and
independent veterinary organization which
performed their activities on the territory of
Republic of Serbia, according to the Law on
Veterinary Matters and the Statute of Veterinary
Chamber. - The Chamber shall act as a legal entity.
- Chamber Membership is obligatory for the all
veterinarians

4LICENSE
- REGULATION
- ON LICENSE FOR CARRY OUT VETERINARY ACTIVITIES
- (according to the Article 15, point 9 of Statute
of Veterinary - Chamber and Article 44 of Law on Veterinary
Matters) - License is the document by which Veterinary
Chamber confirm to - veterinarian that she/he may perform veterinary
practice, to - upgrade specialty, to respect Codex of
veterinary-medical ethics - and the rules of good veterinary practice.
- LICENSE REQUIREMENTS
- License shall be issued by the Veterinary Chamber
upon the - request of the person who has a right to perform
veterinary activity - in accordance with positive legal regulation and
fulfilling the - requirements prescribed by the law for carry out
veterinary - activity.
5LICENSE
- (Law on Veterinary Matters)
- ISSUING
- A license to practice veterinary medicine can be
obtained - by an individual who
- has obtained a diploma of the Faculty of
Veterinary Medicine, - passed the experts exam,
- has results in professional veterinary
activities. - The costs of issuing the license shall be borne
by the person - requesting the license.
- DURATION
- A license shall be issued for the period of 5
years.
6LICENSE
- (Law on Veterinary Matters)
- ISSUE, EXTENSION AND REVOCATION OF LICENSE
- The Statute of the Chamber prescribes the
- procedure for the issue, extension, suspension or
revocation of licenses, - license register
- bodies of the Chamber that shall be in charge of
the issue, extension or revocation of licenses. - SUSPENSION AND REVOCATION OF LICENSE
- The Veterinary Chamber shall, by issuing a
decision, suspend a - license for a period of time appropriate to the
severity of the - violation if the Committee on Ethics confirms a
violation of the - Veterinary Code of Ethics but in no case shall
the suspension - exceed 9 months.
- The Veterinary Chamber shall, by issuing an
effective decision, - revoke a license and remove the individual from
the register of - licensed veterinarians if the license has been
suspended on two

- REVOCATION OF LICENSE

- Issued license, Chamber may temporary revoke
(suspend) for - maximum nine months by the Decision of the
President of the - Chamber, on the proposal of Management board and
according to - the Decision of the Ethical Committee.
- Issued license, Chamber shall temporary revoked
if the effective - court verdict temporary forbid the veterinarian
to perform - veterinary activity for the period of ban
duration. - Issued license, Chamber may permanently revoke
and remove the - individual from the register, by the decision of
the President of - Chamber, on the proposal of Management board, if
the license has - been temporary suspend in two previous occasions.
- Issued license, Chamber shall permanently revoked
if the effective - court verdict permanently forbid the veterinarian
to perform - veterinary activity.
9LICENSE
- Record
- Administrative service of the Chamber keep the
record of all - issued,extended, suspended or revoked license,
as well as the - license which validation expired.
- Data from the Register, Administrative Service of
Chamber - delivering to the Ministry and publishing in
official journal of - Chamber once a year.
- Amendments and changes, Chamber shall delivered
to the - competent Ministry in 15 days from the day of
changes.
10ADVANCED TRAININGS
- REGULATION ON ADVANCED TRAININGS OF
VETERINARIANS - (Article 15, point 10 of the Statute of the
Chamber) - In order to provide and advance quality of work
- in accordance with define standards for every
- area of veterinary activity and issuing and
- extension of license veterinarians are obliged to
- attend the advanced trainings during their
- service.
11ADVANCED TRAININGS
- Advanced training includes
- active and passive participation in congress,
symposium, conference, expert or scientific
meetings, specialized seminars and workshops - attendance on specialized courses from the
different area of veterinary practice, - study visits
- publishing articles and studies in scientific and
experts journals - authorship in guidelines and books of veterinary
medicine - following the scientific and expert publications.
- Graduate titles doctor, master, specialist and
international - certificates issued by authorized international
associations - represents a permanent aspect of expert training
with - permanent evaluation.
12ADVANCED TRAININGS
- Expert board of the Chamber shall propose plan
and - program of advanced trainings for the
veterinarians for - every year.
- That kind of trainings are programmed trainings,
made in - cooperation with
- professional organizations,
- Faculties of Veterinary Medicine and
- the Ministry of Agriculture, Forestry and Water
- Management Veterinary Directorate.
13ADVANCED TRAININGS
- Regional boards and specialized veterinary
associations - may also initiate organization of trainings.
- Specialized veterinary associations are
- Serbian Association of Small Animal Practitioners
- Serbian Veterinary Poultry and Birds Association
- Veterinary Association of Serbian Defense System
- Epizootiology Association
- Microbiological Association
- Field practitioners
- others
14ADVANCED TRAININGS
- Evaluation of the advanced trainings which are
not - organized by Veterinary Chamber shall be made on
the - basis of competition for accreditation of
advanced trainings - program. Chamber shall announced an competition
no - later than October of a current year for the
following year. - Organizer of the program of advanced training
must - submit
- data about scope and content of planned advanced
trainings, - scientific and expert competence of performers
- According to that, Expert board makes a decision
on a - manner of evaluation of the proposed programs.
15ADVANCED TRAININGS
- EXTENSION OF LICENSE
- In the scope of obliged advanced training and for
the - purposes of extension of license, veterinarian is
obliged to - achieve 40 points in 5 years.
- Every veterinarian shall be obliged to delivered
the report - about advanced training and appropriate
documentations - which confirms achievement of points no later
than 30 days - before he submits request for extension of
license. - Veterinarian who during fifteen years of service
(two - extension of license) make more than 200 points
in total, - shall not be obliged to attend advanced training
in order to - extend license. Extension of the license shall
made - according to the evidence on total number of
points - achieved during fifteen years of service.
16DISCIPLINARY ACTION
- REGULATION ON DISCIPLINE-ETHIC
- (Article 15, point 8 of Statute of Veterinary
Chamber) -
- Ethical Committee is a Chamber body which deal
with and - make a decisions about violations of a Codex on
veterinary - medical ethic and conduct an disciplinary action
against - members of Veterinary Chamber in accordance with
the - provisions of Statute and this Regulation.
- The task of the Ethical Committee is to deal with
- controversial ethical matters on republic level
in first - instant procedure, defining ethical norms in
accordance - with need and development of the veterinary
profession, - introducing the changes in legal framework,
proposing - changes and amendments of low to a superior
jurisdiction, - actualization of veterinary profession.
17DISCIPLINARY ACTION
- Disciplinary action shall be started with the
request for bringing - disciplinary action. Request for bringing
disciplinary action shall be - submitted by the President of the Chamber,
according to the report - about the violation of Codex, which can be
submitted by - any member of the Chamber,
- veterinary organization,
- administrative organ,
- juristic or physical person.
- Report must be in a written form and must
contain - full name, address and phone number of the
submitter, - full name of the violator,
- time and place when violation has been made,
- accurate description of violation of Codex,
- evidence which prove the statement in the report.
18DISCIPLINARY ACTION
- REGULATION ON DISCIPLINE-ETHIC
- (Article 15, point 8 of Statute of Veterinary
Chamber) - President of Ethical Committee shall appoint the
Commission, - composed of three members for investigation of
every request for - disciplinary action.
- Commission proposes disciplinary violation to the
Ethical - Committee.
- According to the written suggestions and report
about ethical or - disciplinary violations, Ethical Committee, as an
a body of original - jurisdiction bring and conduct disciplinary
action, makes a - decisions and pronounce a disciplinary violation.
- Against a Decision made by Ethical Committee,
complaint may be - lodged to the Management board of Veterinary
Chamber, - except where a decision means disciplinary
measure revoking of - license. In that case, complaint may be lodged to
the Minister,
19DISCIPLINARY ACTION
- DISCIPLINARY MEASURES
- The following disciplinary measures may be
pronounced to the - Veterinarian who violated the Codex
- Rebuke - light violation of Codex made for the
first time - Public rebuke - severity violation of Codex and
repeated light violation made in the previous 12
months - Public rebuke and a fine from10.000 to 30 000
dinars - - severity violation of Codex and repeated
severity violation in the - previous 12 months
- Temporary revocation (suspension) of the license
for 3 months - - repeated severe violation of Codex during
the previous 18 months - 5. Temporary revocation (suspension) of a
license for 6 months - - particularly severe violations of Codex
- 6. Temporary revocation (suspension) of a
license for 9 months - - for repeated particularly severe
violation of Codex in the previous 18 - months
- Permanent revocation of a license
- - when the measure of temporary revocation
have been pronounced - twice before in accordance with Law on
Veterinary Medicine.
