    and Technology Policy in 1985, being one of the
    of the first African countries to do so
  • Development of knowledge (science) and its
    application (technology) has been uneven and
    inequitable in our global village
  • Disparity has led to socio-economic differences
    between the developed and the less developed
    nations

  • Food insecurity and hunger (through improved
    agriculture, aquaculture and biotechnology
    innovations),
  • Deforestation and environmental degradation

    solar, nuclear energy, wind, biogas etc),

    malaria, tuberculosis, cholera, and HIV/AIDS
    (through provision of more resources for cutting

  • Transformation of Tanzania National Scientific
    Research Council into Act No 7 of 1986, which
    established the Tanzania Commission for Science
    and Technology with a wider mandate.
  • Establishment of a Ministry responsible for
    Science, Technology and Higher Education, and
    very recently transformed to Ministry of
    Communication, Science and Technology.

    Policy in 1996.
  • Adoption of the Science and Technology Sub-Master
    Plan in 2003
  • Formulation of the National Research Policy in
    2007 (draft)
  • 2008 Formulation of the National Science,
    Technology and Innovation Policy by reviewing
    the National Science and Technology Policy of
    1996 (draft).

RD ACTIVITIES IN TANZANIA
  • Public and private institutions which are
    involved in RD
  • All National Research and Development institutes
    and institutions of higher learning are
    affiliated to the Tanzania Commission for Science
    and Technology (COSTECH)
  • COSTECH is responsible for coordination of all
    research activities in the country

  • COSTECH is composed of RD Advisory Committees
    which advise the Government on sectoral
    priorities for research, allocation of resources,
    review of research proposals and recommends for
    review of the National Science and Technology
    Policy

    the National Research Policy (draft) and will
    address

  • Human Resource Development and physical

    Issues including Gender and Environment.

  • STI development is measured by indicators e.g.
  • human capital development,
  • research outputs e.g. patents,
  • science, technology and innovation infrastructure
    and
  • total investment in science, technology and
    innovation

  • Unfortunately, Tanzania spends less than 1 of
    its Annual budget on RD and STI development
    hence ranking low in STI indicators
