13Swedish SME support
Swedish offer to provide a Subject Matter Expert
(SME) for SEESIM 04, gives each nation an
opportunity for further co-operation, exchange of
information and experiences between the host
nation and Swedish civilian organisations such as
the Folke Bernadotte Academy (FBA) and Swedish
Rescue Services Agency (SRSA).
The SME will be located in the ECG Forward and c
an provide expertise and experience for countries
exercising civil protection duties.
The SMEs expertise includes, but is not limited
to, disaster relief, civilian rescue, and use of
the military for the purposes of civilian rescue.

Broad scenario is similar to SEESIM 04 however,
injects etc will differ and most likely it will
not be exercised as 2 phases.
19Regional training objectives
- Practice and improve standard procedures in order
to train national Emergency Operations Centres
(EOC), SEEBRIG HQ CEC and improve regional
processes including information management,
regional communication flow and co-ordination of
humanitarian assistance, consequence management
and disaster response operations. - Promote national and regional preparedness and
co-operation between civil and military emergency
planning officials in an effort to mitigate the
effects of disasters and/or terrorist activities
to increase national and SEEBRIG HQ CEC
capabilities to respond to such events or
activities. - Practice timely information exchange between
national and regional co-ordination centres and
identify procedures which could be implemented to
facilitate that information flow in order to
quickly counteract potential future terrorist or
Chemical, Biological, Radiological, Nuclear and
High Explosive (CBRNE) proliferation activities
or mitigate effects of disasters.
