    Interior is authorized to aid and assist visitors
    within the National Parks or National Monuments
    in emergencies.

    emergency rescue, firefighting, and cooperative
    assistance to nearby law enforcement and fire
    prevention agencies, and for related purposes
    outside of the National Park System.
