SONAR STATUS
  • The recent court rulings do not apply to RIMPAC,
    which is a multilateral, biennial exercise held
    in the Hawaii Range Complex.
  • The 29 FEB ruling by Judge David Ezra in OMI v.
    Gates pertains only to a specific kind of
    exercise undersea warfare training exercises
    (USWEX) in the Hawaii Range Complex.
  • The 29 FEB ruling by the 9th U.S. Circuit Court
    of Appeals in NRDC v. Winters pertains only to
    joint task force exercises and composite unit
    exercises (JTFEX and COMPTUEX) in the Southern
    California Range Complex.
  • RIMPAC includes use of mid-frequency active
    sonar, but it is not a USWEX, JTFEX nor COMPTUEX.

SONAR STATUS
  • Theres no proof that active sonar has caused any
    mass strandings of marine mammals around the
    Hawaiian Islands.
  • More than 40 countries, including China, North
    Korea and Iran operate modern submarines, more
    than 300 of them extremely quiet diesel-electric
    submarines.
  • Mid-frequency active sonar is the one of the best
    systems available for detecting extremely quiet
    diesel-electric submarines in noisy littoral
    waters.
  • Sonar proficiency is a highly perishable skill
    that requires constant training and cannot be
    mastered solely by artificial means such as
    simulators.

    sale or lease, to non-DoD agency, 499/- acres at
    Kalaeloa (former Naval Air Station Barbers Point)
    no later than 30 September 08 using Ford Island
    Legislation (National Defense Authorization Act
    2007)
  • Navy has an existing agreement with FIP that
    allows conveyance at fair market value

TENTATIVE AGREEMENT TERMS
  • FIP conveys 40 acres on Ford Island back to Navy

    Island In-Kind Construction Agreement (IKCA) to
    support Navy mission requirements
  • Navy leases 499/- acres at Kalaeloa to FIP for
    40 years with intent to convey
  • FIP has option to take fee at any time

    of the Ford Island In-Kind Construction Agreement
