451-418/607 Land Administration
Overview 2006
  • Professor Ian Williamson
  • Jude Wallace ( Room D 317)
  • Rohan Bennett (Room C416-427)
  • February 28th 2006

2
Academic goals
  • Understand effective and efficient land
administration systems (LAS) and spatial data
    infrastructures (SDI)
  • Be able to review technologies for designing and
    managing these systems
  • Understand the range of local approaches,
especially different needs of developing and
    developed nations

3
  • - Land administration responses
  • - The land administration tool box
  • - Cadastres
  • Land registration, valuation, use and
  • development systems
  • Cadastral surveying and
  • mapping
  • Overview
  • People to land relationships
  • Scientific methods

Case Studies
Future trends and issues
International Initiatives
  • Bathurst Declaration
  • UN-FIG Bogor Declaration
  • FIG Cadastre 2014
  • WB Land Policy 2003
  • UN-ECE Guidelines on
  • land administration

Technology and Spatial Data Infrastructures
  • - Digital Cadastral Databases
  • Land administration data models
  • Information access technologies
  • eLand administration
  • iLand spatially enabling governments
  • Spatial hierarchy problem and the SDI solution

4
Context
  • Land administration is a growing discipline about
    land administration systems (LAS)
  • Every system is challenged by the local
    conditions and new technologies
  • Change management is key to successful LAS
  • Spatial information and supporting technology are
potentially going to change our systems.
  • Google Earth, your phones, your cars

5
  • Small challenges for land administration
  • Torrens systems up dates
  • Building titles
  • Mortgage backed certificates
  • Property trusts
  • Shopping centres
  • Time shares
  • Marine interests
  • Native titles
  • Public infrastructure
  • New property carbon credits, trade wastes,
    building permissions, biota
  • New financial and market based instruments
  • Water title trading
  • Roads registration .

6
Big challenges for land administration
  • Lack of competencies we need trained people
  • Governance in private and public sectors
  • Massive world poverty
  • Sustainability land degradation and
    environmental issues
  • Slum management
  • Security of tenure
  • Gender equity
  • More in next lecture

7
Generic skills (in short)
  • Application of knowledge
  • Technical competence
  • Problem identification formulation and solution
  • Utilise systems approach
  • Effective functioning as individual, and in
    multi-discipline teams
  • Understand responsibilities of a professional
    engineer
  • Critical thinking
  • Curiosity and creativity
  • Respect for cultural diversity

8
Teaching approaches
  • Land administration is changing. Everyone is
    continuously learning.
  • Project based learning.
  • Lectures focussed with key questions at end
  • Lectures by experts in their specialist fields
  • Forums about
  • your assignments
  • key engineering issues
  • Land Registry
  • spatial data infrastructures
  • Presentations by the class for the class

9
Learning approaches
  • Learning requires your engagement and enthusiasm.
Assessment is designed to reward your efforts.
  • 50 Exam three hour
  • 20 Country report
  • 15 Country presentation (30 mins for each group
    of 3/5)
  • 5 Land Registry visit
  • 10 Forum/Tutorial participation

10
2005 Feedback
  • Remedy
  • More reserves in library new cheaper text
    available
  • Introduction of lecturer moderated forums
  • Kate Dalrymple has left, but, still no
    spoon-feeding
  • Groups of 3 instead of 15 for assignment
  • Only one major assignment makes feedback hard,
but forum marks will be available
  • Make use of the updated subject diagram
  • Problem
  • Text is too pricy
  • Student run tutorials are not useful
  • Tutors could have been more helpful and
    professional
  • Groups for assignment were too big
  • Feedback came too late and not often enough
  • There is information overload in this subject!
Course structure and consistence gets lost
