2Purpose Of The Program
- To assist Historically Black Colleges and
Universities expand their role and effectiveness
in addressing community development needs in
their localities for persons of low-to-moderate
income

3FY2002 Grantee Activities
- Delaware State University will rehabilitate at
least two owner-occupied homes and one
renter-occupied home over the next three years
and provide pre- and post-homeownership
counseling to 10 Capitol Park residents per year. - North Carolina Central University will establish
a Community Economic Development Center.

4Eligible Applicants
- Any historically black college or university that
was established prior to 1964 - Where their principal mission was, and is, the
education of black Americans - Is accredited by a nationally recognized
accrediting agency or association

5Program Requirements
- Must meet a Community Development Block Grant
objective. - Must meet the Community Development Block Grant
eligibility requirements. - No less than 51 of the grant must benefit
low-to-moderate income - Must meet one of the three National Objectives

- 1. Benefiting low- and moderate (L/M) income
persons - 2. Aid in the preventing or elimination of slums
or blight - 3. Meet other community development needs with
particular urgency

- Acquisition of real property
- Clearance and demolition
- Rehabilitation of residential structures
- Construction, Reconstruction
- Disposition
- Installation of Public Facilities
- Public Services
- Relocation Payments
- Homeownership assistance

8Ineligible Activities
- Buildings or portions of buildings used for the
general conduct of government - General government expenses
- Political activities
- Purchase of equipment
- Operating and maintenance expenses
- New housing construction
- Income payments

9Leveraging
- Provide letters evidencing a firm commitment from
other Federal, State, and local and/or private
sources - Or in kind goods or services to implement the
proposed activities - Letters must be dated no earlier than the release
date of the NOFA - If there is no evidence of leveraging, then no
points will be awarded for factor 4

11Documentation of Assistance
- For each type of assistance, you must submit a
letter from the provider on the providers
letterhead stating - Cash amount, or in-kind goods
- How the match is to be used
- The date the march will be made
- Any terms affecting the commitment
- Signature of executive officer

- 15 for public service activities
- 85 on an eligible category other than public
service

13Factors For Disqualification
- Not an eligible institution
- Over the maximum grant amount
- No eligible activities
- Not eligible under CDBG
- Dont meet CDBG national objectives
- Serve only the institution
- Part of institutions regular role

14Program Information
- Approximately 8,000,000 in funding is available
- 1,400,000 will be allotted to HBCUs that have
not received previous funding, awarding up to
340,000 per institution - ,6,600,000 will be allotted to previous HBCU
grantees, awarding up to 550,000 per institution - The term of the grant is 36 months
