2.1 If image maps are used in the content, use
client-side image map only or server-side image
map with redundant text links
2.2 Use small number of frames of every web page,
and title each frame to facilitate frame
identification and navigation.
2.3 Pages shall be designed to avoid causing the
screen to flicker.
2.4 All functionality is operable at a minimum
through a keyboard or a keyboard interface.

4.1 Content elements, such as script, plug-ins,
applets or other application can be used only
when they can provide equivalent information
using the current assistive technology.
4.2 A text-only page, with equivalent information
or functionality, shall be provided to make a web
site comply with the provisions of this part,
when compliance cannot be accomplished in any
other way. The content of the text-only page
shall be updated whenever the primary page
changes.

277. Conclusion
- Unfortunately, most of Korean websites of public
organizations dont comply with web
accessibility. - ? But, KWCAG 1.0 is a first active step to
achieve web access - regardless disabilities
- Revise laws and regulations such as Section 508
is going on - MIC(Ministry of Information and Communication)
KADO(Korea Agency - for Digital Opportunity and Promotion) are
supporting - - Promoting IT accessibility issues
- - Revision Laws and regulations
- - Making standards related accessibility
issues - - Training IT workers about accessibility, etc.
