• I have a very firm position that buying local
  should be an integral component of the assessment
  process for any Council, State, Federal or in
  fact any Government agencies or, affiliate.
• In this regard I believe that a local provider
  ie local business in a Council area for a Council
  tender, a business based in the state for a State
  Government tender and/or a business based in
  Australia for a Federal Government tender should
  receive preferential treatment over a competitor
  if that competitor is not local and if the
  issue of price, quality, ability to deliver are
  essentially equal.
• Why shouldnt our Government Departments,
  Government agencies or Government owned
  Corporations be trying to assist the local
  economy and stimulate local employment
  opportunities by trying to purchase from local
  businesses? To me this is a no brainer. It is
  just plain common sense really.

• During the meeting with the Qld Government
  Procurement staff they were also keen to listen
  to my views about the application process in
  general.
• I am sure that many Government or Council
  agencies specifically try to make the process
  complicated to meet their own personal or
  internal needs or to justify their positions etc.
• The specification documents are so complex these
  days that unless you are a lawyer you cant have
  any hope of understanding the documents in many
  cases.
• The application documents are also lengthy and
  complex and often difficult to easily manipulate
  data into and most mum and dad small businesses
  would find it impossible to complete the forms
  correctly such is the level of difficulty
  involved in completing the documentation.

• Lastly the lodgement process also hides problems
  for the inexperienced novice with again
  Government/Council computer systems generally
  being extremely difficult to use.
• This is not to mention problems in actually
  lodging and pushing the final send button and how
  long the documents can take to send given the
  large volume of other users trying to lodge at
  the same time.
• Many businesses or non profit organisations have
  been caught out by a looming deadline for tenders
  purely because the Government or Council computer
  system stalled or went super slow and as a result
  the documents were not received prior to the
  closing time thus making the tender response
  generally ineligible for consideration.

• During the meeting I realised all these issues
  and strongly encouraged the Procurement team to
  take the issues on board with a view to improving
  their processes and systems.

  by the Premier of a State to share his or her
  views about the tender process with senior
  Government staff? I gather not many! As a highly
