objectives

  • improve the efficiency of public institutions
    including European marine research laboratories
    and academic bodies
  • improve knowledge of the planet and reduce
    uncertainly in global change predictions

  • Encourage Member States to set-up and finance
    data collection and access themselves
  • Member States pay for collection of data and EU
    pays for measures to ensure interoperability and
    access
  • Access to data and some collection of certain
    data from the EU budget.

comments from Impact Assessment Board
  • further develop the objectives presented in the
    Roadmap and make them specific and operational.
  • set out a good and logical connection between
    problem definition, objectives and the policy
    options,
  • who finances what should not appear for the first
    time in the presentation of options.
  • IA report needs to be sufficiently precise about
    how the various options would work.

administrative burden and simplification
  • DG MARE should consult DG ENTR about whether the
    collection of the data to which this initiative
    relates falls under the definition of
    administrative burden.
  • If this is the case and if the initiative is
    expected to reduce administrative burdens (for
    companies, citizens, or public authorities), work
    will have to be done to identify what these are,
    and if they are significant they need to be
    measured using the Standard Cost Model.
  • Similarly, if the initiative will lead to
    simplification, this will need to be clearly
    identified in the impact assessment.
